The Chief Financial Officer (CFO) is responsible for overseeing all financial and budgetary operations of the agency and for coordinating core consolidated agency functions, including Budget, Contracting, Procurement, Accounting, Fiscal Compliance, and Revenue Management. The CFO is charged with establishing critical, mission driven fiscal goals and objectives for both short and long-range forecasting. This role is a key advisor to the Chief Operating Officer on fiscal matters that have significant impact on the numerous programs the Executive Office of Elder Affairs (EOEA) implements. This also includes monitoring all internal controls and financial procedures for compliance with federal and state regulations. The CFO also plays a vital role in ensuring that EOEA services are provided in accordance with the budget and can anticipate the financial implication of policy decisions. The incumbent will provide learning and coaching opportunities for the agency’s Administration and Finance Team, that consists of 10 finance professionals.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Oversight of the financial and budgeting operations of the agency with other stakeholder agencies (i.e.: EHS, ANF, OSC, etc.), Federal Agencies, 24 Aging Service Access Points (ASAPs) and UMass Medical School/Commonwealth Medicine for which the agency has legislative oversight authority.
- Work directly with agency program directors to operationalize state and federally funded program budgets.
- Ensure the sustainability and appropriate forecasting of program budgets.
- Manage the following departments: Accounting, Contracts, Home and Community Based Policy Lab, Prescription Advantage, and Nutrition Programs.
- Direct preparation and submission of the agency’s annual State budget (approximate $770<+).
- Manage business operations and administration of a wide variety of contractors and grantees.
- Act as signatory authority for all agency state and federal contract activity.
- Direct preparation and issuance of all agency grants and contracts.
- Ten plus years of broad financial experience managing accounting, budgeting, control, reporting (including governmental and related regulatory requirements), revenue/expense analysis, cost allocation plan, and grants for complex organizations with multiple funding sources.
- Proven understanding of financial practices applied to Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS).
- Evidence of partnering with executive staff, resulting in the development and implementation of new policies and financial management strategies.
- Leadership ability, especially related to program design and implementation, demonstrating financial acumen.
- Record of work in multidisciplinary teams that share and leverage the strengths of its members.
- Track record of working with technology leadership to manage critical operating systems.
- Record of managing a team of direct and/or indirect senior-level administrators, engaging and developing staff.
- Strong analytical skills and experience translating a strategic vision into an operational model.
- Ability to apply and explain pertinent laws, rules, regulations, policies and programs.
- Skilled in exercising a high degree of initiative, judgement, discretion and decision making to achieve objective.
- Critical thinking skills to identify alternative solutions.
