THE OPPORTUNITY:
The Park District is recruiting to fill one (1) Capital Projects Manager vacancy
at 2950 Peralta Oaks Court, Oakland, CA.
The hiring pools established from this recruitment will be used to fill the current and additional vacancies that may occur during the one-year life of the hiring pools.
What You'll Be Doing:
Reporting to the Chief, Design and Construction or designee, this classification serves as a member of the Park District's management team with responsibility for providing expert advice, consultation and recommendations related to the development and implementation of the goals, objectives, policies, procedures and priorities of the Capital Projects Program. This position provides supervision to professional and technical staff and will manage approximately six professional and technical staff. This classification is distinguished from the higher-level classification of Chief, Design and Construction in that the latter has overall responsibility for the management and direction of an entire department comprised of multidisciplinary programs and staff whereas the former is concerned primarily with the operation and administration of a select program within the Department.
Under general direction, plans, organizes and implements the objectives and operational activities of the Capital Projects Program within the Design and Construction Department for Capital Projects related to the development, restoration, maintenance and management of parklands and facilities; develops program standards; supervises and evaluates program and operational staff; ensures program compliance with regulatory agency and Park District requirements; and performs related duties as assigned.
We Are Looking for Someone With:
  • Substantial project management and budgetary experience, having worked on complex projects that required critical analysis and the use of independent judgement and initiative.
  • Strong supervisory and leadership experience in the field of engineering, architecture, landscape architecture, construction management, or planning.
  • Ability to communicate the Department's mission with clarity utilizing sound judgment and knowledge.
  • Ability to work effectively with a diverse organization, fostering positive working relationships.
  • Has strong leadership skills, can identify staff strengths and weaknesses, and utilize staff strengths and provide training for areas that need improvement.
  • Has extensive experience in project delivery for a public agency, including project scoping and budgeting, consultant contracting, regulatory compliance and public bidding and contracting.
  • Is proactive in addressing issues that arise both on a project basis and as required for personnel, identifying the problem and providing timely recommendations for resolution.

Essential Functions
  • Plans, develops, implements and evaluates the Capital Projects Program within the Design and Construction Department;
  • Creatively and strategically plans, develops, and implements the capital program;
  • Supervises, and evaluates assigned staff consisting of professional, technical and support staff, as well as consultants and contractors;
  • Develops program standards, goals and objectives in line with the Park District's Mission, Vision, and Master Plan;
  • Coordinates the Park District's capital program to ensure all projects are properly initiated, prioritized, budgeted, scheduled, tracked and communicated to executive management and the Board effectively and at a pace that delivers completed projects on a reasonable schedule;
  • Facilitates long-range and short-term planning for implementation of District Land Use Plans; oversees or manages feasibility studies, environmental analysis in accordance with CEQA, and the obtaining of permits;
  • Oversees and coordinates on project funding options, including grant funding;
  • Oversees and coordinates professional consultants in the preparation of studies, plans, designs, schedules, specifications, construction documents, permits, and cost estimates for projects;
  • Prepares and negotiates contracts and amendments;
  • Coordinates construction administration during the construction phase of projects; prepares claims on grant-funded projects;
  • Collaborates with the maintenance manager on challenges related to recently completed projects, and existing park facilities and infrastructure;
  • Makes recommendations concerning programmatic policies and procedures;
  • Ensures compliance with established laws, regulation, policies, and procedures;
  • Develops and administers the budget for assigned program(s) and projects;
  • May assist Chief, Design and Construction in the preparation of the department's annual budget;
  • Prepares and analyzes complex reports; maintains records;
  • Conducts analysis and research; serves as technical resource to Park District departments/divisions;
  • Oversees project management on a variety of Capital Projects and the Capital Projects Program overall;
  • Develops contracts, timelines, deliverables, publications, and/or policies;
  • Prepares and reviews a variety of written reports and correspondence;
  • Serves as a Park District representative to outside agencies, organizations, contractors and the public;
  • Serves as a subject matter expert on a variety of internal committees, work groups, and task forces;
  • May present to, or prepare material for, the General Manager and/or Board of Directors.

Minimum Qualifications
Education: A Bachelor's degree from an accredited college or university with major course work in engineering, architecture, landscape architecture, construction management, planning or a related field,
AND
Experience: Four years of professional experience in engineering, architecture, landscape architecture, construction management, planning or a related specialty area, including one year of experience in a supervisory capacity.
Substitutions: A Master's degree from an accredited college or university with major course work in engineering, architecture, landscape architecture, construction management, planning or a related field may be substituted for one year of the required experience.
License or Certificate:
  • Possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.
  • Possession of a valid professional engineering, architecture or landscape architecture license from the State of California., or the ability to obtain within first year of appointment, if coming from out of state.
Desirable Qualifications:
  • Experience managing project managers in delivery of capital improvement projects
  • Experience guiding a team, developing staff and providing training for professional development
  • Knowledge of and experience with permitting both from municipalities and environmental regulatory agencies
  • Experience with project and program budgets, and ability to strategize funding
  • Strong written and verbal communication skills and ability to effectively communicate with diverse groups ranging from staff, external stakeholders, regulators, executive team, and the Board of Directors

CONDITIONS OF EMPLOYMENT

Management Designation: This position is in the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year.
