What You Will be Doing
This position will support the development, implementation and evaluation of a demand-driven Business Services program within a dynamic environment. Use marketing, liaison and project management skills to collaborate with businesses, economic development, and workforce system leadership and staff to integrate effective Business Services across the broader workforce system. Act autonomously and exhibit critical and independent thinking skills with little direct supervision. Serve target populations and connect them to employers, On-the-Job Training opportunities, and employment opportunities.

In this role you will:

  • Coordinate with business leaders, local board staff, Regional Solutions Centers, workforce partners, economic development, and training providers to market industry driven training opportunities and talent development options.
  • Develop, coordinate, and implement recruitment practices to meet the sector strategy objectives.
  • Conduct research into effective Business Services, industry trends, and best practices. Prepare reports and submit recommendations to B&ES management.
  • Develop a close relationship with a business to ensure the workforce system is single point of contact to meet their needs for recruitment, selection and referral of trade affected job seekers for job listings.
  • Identify training needs and opportunities that will align targeted job seeker skills with employer needs.
  • Train employers and partner staff on the criteria, requirements, and philosophy of various programs such as employer tax credits/incentives and hiring of trade affected customer groups.

To provide program coverage, travel throughout Deschutes County, Jefferson County and Crook County is required when needed. Bend or Redmond can be the base location, and an Oregon Employment vehicle will be provided for use. Travel will be reimbursed to all non-base locations when using a personal vehicle.

Required Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills;
OR,
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.

*The successful candidate for a Spanish bilingual position will demonstrate language competency in Spanish/ English language by demonstrating (only required if applying for Spanish Bilingual Differential Pay):

  • The ability to communicate at informal and some formal level.
  • The ability to converse with more detail about familiar topics.
  • The ability to comment on unfamiliar topics with some difficulty but still be able to express the main idea.
  • The ability to form long sentences with sufficient vocabulary but tending to maintain native language syntax.
  • Intelligible pronunciation, which does not interfere with understanding.
  • The ability to sustain a fluent conversation.
