IMPORTANT INFORMATION
  • Working Condition: Remote > This position can be fully remote with some requirements for in-person meetings. You must be living in the United States to qualify for remote work.
  • This position is Limited Duration (LD), full time, and represented by SEIU.
  • This LD position is a workload position with the possibility of becoming permanent depending on funding. Anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.

WHAT YOU WILL DO
The person in this position will support the design, implementation, and administration of a customized system of record (SOR) platform for the OHCS Disaster Recovery & Resilience section and its multiple programs for recovery and resilience that involve information technologies through business and technical requirements elicitation and validation, development and refinement of business processes, development and execution of testing and plans, configuration of the SOR, and creation and maintenance of system documentation.
The SOR platform will be used for the implementation of a variety of recovery and resilience programs. Within the system, OHCS Recovery & Resilience will design at least: public intake portal, system architecture for a unique applicant record, automation for system processing of eligible applicant files, protocols for standardized external contact to applicants within the system, and interface with OHCS accounting systems including batch payment processes and vendor setup.
This position will work closely with key OHCS staff, local, state, federal, and community partners to develop the business requirements for all the recovery programs run through the SOR. This position will play a critical role in (unless another development model is used) the Agile sprint cycle employed to design and refine the operations of the SOR. This position will be responsible for managing access to the SOR including login credentialing, user setup, and coordination with OHCS IT or Oregon Department of Administrative Services (DAS) project managers and protocols.
The position will lead development of business processes in collaboration with DRR, other OHCS teams impacted by DRR programs as well as local, state, federal, and community partners. As programs launch, the work may evolve to periodically include a detailed review of business processes, controls, and constraints, focusing on needed changes or identified opportunities. Often these changes are related to new legislation, updated security considerations, changing technology architecture, efficiency opportunities, or shifting business environments. This work involves frequent, complex communication with business leaders and subject matter experts. This work may include business process modeling, procedure documentation, customer journey analysis, flowchart creation, etc.
For testing, this position will develop and/or consult on an overall testing plan detailing the schedule, resources, tasks, defect prioritization and handling, entry and exit criteria for testing including pass/fail criteria for the overall system. The position will write test scenarios and cases and coordinate with DRR and IT teams to develop program-specific and technical scenarios and cases. This position will manage testing and testers to support execution of all test scenario and cases identified to ensure business needs are met both internally and externally.
This position will also support ongoing configuration of the SOR system. As ongoing configuration of the SOR occurs, the position will update system documents to match the new configuration of the system. This involve ensuring alignment with the SOR’s configuration, system documentation, and user documentation.
The Business Analyst plays a key role in the identification of technology solutions that involve researching industry products, peer implementations, enterprise standards, and agency architecture. Solution appropriateness and availability is often informed by statewide contracts, security limitations, budgets, and architectural conformance.
The Business Analyst will support development of business cases, project charters, project plans, and other required documentation. This work often occurs in collaborations with internal partners such as the agency procurement office, IT, and the Project Management Office (PMO) as well as with external partners such as the Enterprise Information Services (EIS).
The Business Analyst works closely with the Senior Manager for Business Systems and Reporting to ensure all system and reporting needs are met for DRR, IT, Data and Research, across other OHCS divisions, and with local, state, federal, and community partners.
MINIMUM QUALIFICATIONS
Six (6) years of information systems experience. OR
(An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field.
AND
four (4) years of information systems experience. OR

A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience. OR

Master's degree in Information Technology, Computer Science, or related field may substitute for all the above.

  • Expertise and demonstrated experience in business analysis, including business process modeling, procedure documentation, customer journey analysis, flowchart creation, requirements development, etc.
  • Experience developing, implementing, testing, enhancing, and supporting systems including a grants management or similar system is preferred.
  • Experience in IT project management and/or certification in Project Management Body of Knowledge (PMBOK) best practices is preferred.
  • Expertise and demonstrated experience in technology solution analysis, including procurement processes, market research, product testing, etc.
  • Expertise and demonstrated experience in project planning, including the development of business cases, project charters, and other project planning documents.
  • Expertise and demonstrated experience in vendor and relationship management, including contract administration, procurement, Service Level Agreement (SLA) monitoring, etc.
  • Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical staff, partner agencies, and agency.
  • Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

DISASTER RECOVERY & REILIANCE
The Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Recovery & Resilience section will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government is expected to allocate resources to the recovery as well. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency through the administration of multiple CDBG-DR programs for recovery and resilience including HARP, HOP, IHA, PIER, and others. Under the CDBG-DR grant, DRR plans to carry out multiple Substantial Action Plan Amendments (SAPAs), which will likely result in significant program changes, the addition of new programs, and the development of updated and/or new policies and reporting requirements.
