The Elections Division supervises elections in the State of Colorado. The Division supports 64 counties in planning and executing elections that comply with relevant federal and state election laws.
Within the Division, the project management and business analyst team (PMBAT) serves to improve Division programs through managing projects, supporting and maintaining the Division's performance metrics program, advising in the strategic planning process, monitoring trends and industry standards, providing legal and data analysis, developing process improvements, supporting employee engagement, and identifying and addressing short-term problems that are hindering the operational efficiency and effectiveness of Division programs while implementing long term solutions to bring about positive changes in Division operations.
MAJOR OBJECTIVE OF POSITION:

The Business Analyst/Project Manager plays a critical role in the elicitation and documentation of Division project requirements which are then used to develop process and technical design documents and test cases, in order to deliver efficient and effective projects that are accurate in scope, address documented needs, and are delivered on time and within budget.
The position works in the Elections Division Project Management & Support Team, and supports operational and management staff through addressing issues related to the operations and workflow processes of the Division. The duties of this position include:
  1. Managing projects within the division including but not limited to RFI/RFP creation, project timeline, project deployment, and project performance metrics.
  2. Working with Department/Division Subject Matter Experts (SME) and other stakeholders to document business processes as they currently exist, identify issues and opportunities for process improvement, generate desired state process maps, elicit and document project requirements, and assist program managers in developing project scope.
  3. Communicating effectively with Division staff and program managers to identify needs and evaluate alternative business solutions.
  4. Providing analysis of the Division's system requirements, functional specifications, business processes, and other practices related to Division operations.
  5. Assisting Division program managers and leadership in developing and analyzing performance metrics, tracking performance trends, and identifying opportunities for improvements in performance measurements.
  6. Identifying the latent needs of Division staff and management in order to recommend improvements in the efficiency and effectiveness of Division programs.
  7. Taking the lead in tracking and testing the implementation of new and existing software/hardware applications. Debriefing, training, and collaborating with appropriate business units on any changes or enhancements.
  8. Promoting Equity, Diversity, and Inclusion efforts throughout the office by finding ways to break down barriers, or thinking of new ways to do things that may better represent diverse people/opinions/ideas.
  9. Maintaining confidentiality of all voters confidential and personal identifying information, personnel information, and any other confidential or proprietary information, as well as complying with all State and Department policies regarding professional conduct and professional practices.

In addition to the primary duties listed above, the position will also provide on-going support to Division staff as needed and assigned.

MINIMUM QUALIFICATIONS:
Applicants must meet the minimum qualifications to continue in the selection process for this position. Work experience and qualifications must be specifically documented on your online application. This position requires a total of 5 years in applicable professional experience and/or education in a field of study related to the work. To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlined below:
OPTION 1 - Experience
Five (5) years of professional experience, which must include any two from the below list:
  • Experience working in the capacity of a business analyst
  • Experience managing projects and processes
  • Developing training plans and schedules for product/process implementation
  • Experience with tracking and reporting on project/program status through clear and timely communication
  • Gathering and analyzing business requirements
  • Creating informed and appropriate improvement recommendations for programs and processes

OR
OPTION 2 - Education and Experience combined - Be sure you've attached a copy of your unofficial transcript to qualify for this option.
Graduation from an accredited college or university with a bachelor's degree in Business Analysis, Business Administration, Management Information Systems, Computer Science, Finance or Accounting, or in a field of study closely related to the work environment. Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. (24 passing credit hours is equal to one year).
PLUS : any remaining years of professional experience that includes any two from the above list to equal a total of five (5) years between education and experience combined. For example:
  • One (1) year of the above professional experience is required if you have earned a bachelor's degree at an accredited institution in one of the above fields of study.
  • If you have earned a master's degree at an accredited institution in one of the above fields of study, this meets the minimum qualifications.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

  • Research and analytic abilities - searching for credible information that you can analyze and use to arrive at an answer or solution.
  • Strong self-motivation and ability to proactively problem solve - the process of finding solutions to difficult or complex issues.
  • A commitment to equity, diversity and inclusion and the creative ability to break down barriers by generating new ways to represent diverse people, opinions, and ideas.

Preferred Qualifications:
  • IIBA certification preferred.
  • Knowledge of the Colorado Election process
  • Highly collaborative - ability to work with others towards a shared goal
  • Microsoft Office Suite skills (Word, Excel, and Outlook, Teams)
  • Ability to successfully work independently and on a team

Conditions of Employment
  • This position will be required to undergo a criminal background check.
  • Must get and maintain election official certification.

  • While a wide salary range is posted for this position, an eventual salary offer is determined by a comprehensive salary analysis, which considers multiple factors including but not limited to education and experience compared to others in the organization doing substantially similar work.
