Summary
This position serves the USS Tranquility onboard Navy Medical Recruit Training Command (NMRTC), as well as any outlying rooms and buildings that USS Tranquility supports; to include space occupied in Freedom Hall and spaces allotted for embedded sick call and mental health services in the Recruit Training Command (RTC) ships. Incumbent is responsible for the management of all building and maintenance support services for 180+ civilian and active-duty employees within the assigned area.

Duties
The Incumbent is responsible for the allocation and utilization of all patient care spaces assigned to USS Tranquility, Freedom Hall, and RTC Ships. The allocated work area is over 56,763 square feet (5,273.46 square meters). This facility entails the use of twelve (12) HVAC units, and two (2) major sever rooms. In addition to housing patient care areas, the USS Tranquility also provides storage for pharmaceuticals, office supplies, minor medical supplies,
patient care equipment and staff educational equipment. Freedom Hall supports the operations for the Sports Medicine and Rehabilitative Therapy (SMART) Clinic and houses any associated supplies and equipment. The RTC ship spaces allows for the addition of an embedded Recruit Sick Call and expansion of Mental Health Services and storage of all associated supplies and equipment.
The incumbent serves as the on-site representative to the FHCC, performing the functions related to on-site Building Management. Performs inspections of rooms and common areas daily checking for cleanliness and maintenance problems. Conducts other inspections with the Clinical Director (or designee), or staff as requested. Acts as an escort with Public Works or contractors requiring access to spaces. Initiates trouble calls and work requests for any maintenance problems. Follows up on all corrective actions to completion and to satisfaction of the clinic. Responsible for control of the furniture, fixtures, and equipment in the building. Coordinates with Nurse Manager (or designee), Department Heads and housekeeping to
ensure rooms are ready for occupancy. Provides input for short- and long-range planning. Serves as central/resolution point for problems involving facility or building uses and changes.
Utilizes extensive knowledge of the building and its constraints, to provide guidance, direction, and approval/disapproval of requests and alternate methods of action. Provides guidance and recommendations, accepted by all levels, and used as a basis for planning and implementing changes throughout the building and grounds. Accomplishes priorities to benefit the command through familiarity with the structure of the Command and interfacing of activities. Reappraises building space and activity needs on a continuous basis due to frequent reorganization and changes in section activities and develops ways to meet those needs.
Manages building alterations, maintenance, and repair using the Navy administration system, building structures familiarity, applicable codes, electrical systems, ventilation system, air conditioning equipment, and heating equipment, etc. Interprets codes and procedural guidelines relative to individual situations including those that involve cost-effective alternatives, threatens the safety of the building occupants, or hampers the mission of the command. Tracks all building and maintenance requests through completion utilizing the Maximo System.
Serves as the onsite Safety Management Coordinator. Assures readiness of emergency plans to include reaction to bomb threats, fire, and other disasters. Coordinates annual emergency readiness proactive drills. Monitors and evaluates the readiness of the building occupants to respond in a timely and professional manner to bomb threats, fire reports, and other disasters. Coordinates the corrections of deficiencies. Organizes practice drills and responds to actual emergency situations when possible. (25%)
Serves as the liaison between FHCC Environmental Services (EMS), Navy Facilities (NAFAC), Navy Public Works (NPWD) and the Branch Health Clinic (BHC). Directs a variety of service functions to provide building occupants with adequate environment in which to conduct business. Works in collaboration with the Clinical Director (or designee) to coordinate building operations requirements with various public services such as Navy public utilities, police, and FED fire departments to resolve problems. Maintains contacts with Naval Station, NMRTC, FHCC and planning officials to analyze and discuss topics such as traffic flow, environmental pollution, and future space and service needs. Responds to a myriad of complaints from staff and resolves competing requests for services. Acts as primary access control and escort when NAVFAC, NPWD, EMS or contractors are in the BHC spaces. Maintains a record of visits and work completed. (25%)

Physical Requirements: In addition to work performed in the office. Incumbent regularly performs walkabout of external areas which involves prolonged standing and walking while monitoring operations; climbs ladders and works in overhead spaces.
Work Environment: Work is generally performed in an office setting; work may involve some exterior work. Performs minor maintenance actions (changing light bulbs, preventative maintenance on fire extinguishers, replace air filters, etc.).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5 level.
For a GS-9 position you must have served 52 weeks at the GS-7 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition you must meet the following Specialized Experience requirements:
To qualify for this position at the GS-7 grade level:
At least one (1) year of experience that equipped you with the knowledge, skills and abilities to perform successfully the duties that are typically in or related to the duties of this position at a high level of performance. To be credible, experience must have been equivalent to at least the GS-5 level.
To qualify for this position at the GS-9 grade level:
At least one (1) year of specialized experience that equipped you with the knowledge, skills and abilities to perform successfully the duties that are typically in or related to the duties of this position. To be credible, specialized experience must have been equivalent to at least the GS-7 level
Examples of knowledge, skills, and abilities would typically include, but are not limited to the following
- Knowledge of the laws, regulations, policies, and procedures for building structure, validating space utilization, correcting building deficiencies and problems, administration, policies/procedures, and to conducting day-to-day operations.
- Knowledge of basic principles, concepts, standards, regulations, and administration related to maintenance operations.
- Knowledge of building structure, locations of electrical circuits, floor plans, fire and safety codes, and policies and regulations pertaining to space allocation requirements.
- Working knowledge of basic trade experience including painting, electrical, plumbing, and door lock system.
- Analytical skills to identify deficiencies and develop recommendations or initiate actions to correct deficiencies.
- Skill in the use of a personal computer and various software programs, including knowledge of automated property management systems.
- Skill in reading and basic math proficiency.
- Skill in effectively communicating both orally and in writing.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Substitution of Education for Experience for GS-7 Grade Level:
A full 4-year course of study in any field leading to a bachelor's degree
AND
1 full year of graduate level education
OR
Superior Academic achievement
If combining education and experience for GS-7 - Only graduate level education beyond a four year course of study is creditable toward meeting the specialized experience required to qualify.

A full 4-year course of study in any field leading to a bachelor's degree

A Master's or equivalent graduate degree

2 years of progressively higher level graduate education leading to such a degree

If combining education and experience for GS-9 - Only graduate level education in excess of 1 year is creditable toward meeting the specialized experience required to qualify.
This education must have been obtained in an accredited business or technical school, junior college, college, or university for which high school graduation or the equivalent is the normal prerequisites. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Graduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement
