THE POSITION
The City of Hayward's Building Division is looking for a new Building Inspector who is eager to partner with a team of inspectors to serve the public, respects their colleagues and follows state codes, and who can quickly assess and resolve issues as they arise. This position inspects buildings and associated appurtenances, repairs, improvements and uses for compliance with codes, laws, and ordinances. This is a full journey-level classification in which incumbents are responsible for enforcing local, state, and federal building regulations. Work is varied requiring inspection of residential, commercial, and industrial structures, and thus requires independence of action, judgement and discretion in interpreting and applying codes.

The Building Division works to promote and ensure all new structures, both public and private construction, meet all of the required standards of safety, and are dedicated to providing the very best service.
DISTINGUISHING CHARACTERISTICS
This is the full journey-level classification in which incumbents are responsible for enforcing local, state and federal building regulations. Work is varied requiring inspection of residential, commercial and industrial structures, and thus requires independence of action, judgement and discretion in interpreting and applying codes. This class is distinguished from the Senior Building Inspector classification in that the latter is the advanced journey class and is responsible for training and providing technical advice and lead assistance to the journey level class.
Duties may include but are not limited to the following:
Inspects buildings under construction, alteration or repair for compliance with building codes.
Examines plans and specifications for conformity with local, state and federal ordinances and laws.
Performs skilled inspection work in enforcing compliance with the City's building, plumbing, electrical, mechanical, green, and energy codes plus related state and local ordinances.
Serves public at front counter and on telephone with detailed information on building regulations.
Checks plans and specifications and accepts, rejects or suggests alternatives.
Performs other work and duties as directed.
JOB RELATED AND ESSENTIAL QUALIFICATIONS
Knowledge of:
  • Materials, methods and standards to be applied in building, plumbing, electrical and mechanical construction.
  • Building, plumbing, electrical, mechanical, green, and energy codes, ordinances and laws.

Ability to:
  • Deal effectively and tactfully with builders, engineers, contractors, the public and others in the enforcement of codes and regulations.
  • Be firm but fair.
  • Work without direct supervision.
  • Read and interpret building, green, energy, plumbing, electrical, mechanical and zoning codes plus other related local, state and federal laws and codes.
  • Read and interpret building plans, blueprints, drawings and specifications.
  • Envision the finished construction product.
  • Prepare clear, concise written reports and keep accurate records.

EXPERIENCE AND EDUCATION
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Four (4) years of progressively responsible experience in a variety of
building construction work, preferably including one (1) year in a supervisory capacity.
OR
Experience: Two (2) years of experience performing duties similar to those of a Building
Inspector.
Education: Equivalent to completion of the twelfth (12th) grade.
Licenses and Certificates: Possession and maintenance of a valid Class C California
Driver's License.
Possess and maintain, or have the ability to obtain within one (1) year of hire, an
International Code Council (ICC) Certification as a Building Inspector and one (1) ICC
trade specific certification (i.e. plumbing, electrical, or mechanical).PROBATIONARY PERIOD: One (1) Year

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above.
Department Interviews - Actual hire depends on success in the departmental selection process. The date for department interviews is to be determined.
Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history verification, medical evaluation, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
