Description
The City of San Juan Capistrano is excited to announce an exceptional opportunity for a skilled Building Inspector to join our Development Services Department. With various and multiple commercial and residential projects being developed throughout this historic town, we are seeking an individual who is driven and enthusiastic about Building and maintaining strong relationships with City staff and community stakeholders, including designers, contractors, commercial property owners and tenants, homeowners and homeowners' associations. The Building Inspector performs technical building inspections for commercial, residential and industrial projects; enforces compliance with building codes, regulations and ordinances; performs grading inspections; and works with developers, architects, contractors and homeowners to maintain code requirements and resolve problems relating to code compliance.

The City
The City of San Juan Capistrano is a unique community grounded in a history of Native American culture, the Mission established by Franciscan missionaries in 1776, and an agrarian past. The City was officially incorporated in 1961 and has a current population of approximately 35,000. A council-manager form of government, with five elected council members elected by district, directs City operations and municipal services. The City employs approximately 55 full-time employees.
Examples of Duties
Conducts inspections of industrial, commercial and residential buildings during various stages of construction and remodeling; ensures compliance with applicable uniform building, plumbing or mechanical codes, ordinances and regulations.
Performs technical building inspections to ensure compliance with adopted codes in the areas of plumbing, mechanical, electrical, and/or HVAC.
Conducts inspections of soil/erosion control BMP's and NPDES compliance such as proper drainage, retaining walls, and erosion control plans.
Inspects foundation, wood, concrete, masonry and steel construction, framing, plastering, plumbing, heating and electrical installations, and various other complex and routine building system elements.Inspects existing buildings and premises for change of use, occupancy and/or compliance with applicable codes and ordinances.
Issues correction notices and maintains records of all inspections performed using permit tracking program.
Responds to building inspection related inquiries; provides assistance to contractors and homeowners in person and via telephone and email.Coordinates inspections with the Fire department and serving utilities when necessary; performs inspections for as-built construction, fire damage and life safety for after-hours emergencies as needed.Attends and participates in a variety of Building and safety related meetings; stays abreast of new trends and developments in the field of building inspection.
Maintains files and reports regarding inspection and plan check activities and active building permits; prepares building inspection reports and correspondence.
Assists at the public counter as needed; confers with architects, contractors, builders, and the general public; receives and reviews plans; explains and interprets requirements and regulations.
Participates in pre-construction and pre-grade meetings as needed.
Performs related duties and responsibilities as required.
Typical Qualifications
Knowledge of:
  • Methods, techniques and procedures of building inspection.
  • Applicable recently adopted CA Title 24 and local municipal codes and ordinances enforced by the City, including building, electrical, plumbing, mechanical, and zoning codes.
  • Accepted safety standards and methods of building construction for commercial, industrial, and residential buildings.
  • Basic techniques and practices of building construction, methods and materials.
  • Principles of structural design and engineering.
  • Building inspection records, reports and documentation.
  • Principles of proper letter writing and basic report writing.
  • Customer service standards and protocol.

Skill in:
  • Interpreting and applying pertinent State and local laws, codes and regulations.
  • Determining if construction systems conform with adopted code requirements.
  • Applying technical knowledge and following proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations, and standard construction practices.
  • Monitoring construction for compliance with relevant building/safety regulations and codes.
  • Reading and interpreting building plans, specifications, and codes.
  • Making mathematical computations rapidly and accurately.
  • Preparing and maintaining accurate inspection records, reports and documentation.
  • Enforcing necessary regulations with tact and firmness.
  • Communicating clearly and concisely, both orally and in writing; and understanding and following oral and written instructions.
  • Establishing and maintaining effective working relationships with those contacted in the course of work.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Minimum three years in municipal building inspections and construction trades, or a combination thereof.
Training:
Equivalent to the completion of the twelfth grade supplemented by specialized training in building inspection and/or code enforcement.
Licenses or Certifications:
  • Possession of an International Code Council (ICC) Building Inspector Certification.
  • Possession of, or ability to obtain, an appropriate, valid driver's license.
  • Possession of, or ability to obtain plumbing, electrical, and/or mechanical certifications is desirable.

Working Conditions:
Office, field, and construction site environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases, and inclement weather; work at heights on scaffolding and ladders, on uneven surfaces, in confined spaces or around heavy construction equipment. Essential functions may require maintaining physical condition necessary for light lifting, bending, stooping, climbing, walking and standing for prolonged periods of time, operating motorized vehicles; visual acuity for reading building pans and schematics.
The City currenlty provides the following comprehensive and competitive benefits package:
Health Benefits - The position is eligible for medical, dental, and vision coverage for the employee and eligible dependents. The City offers 12 medical plans from which to choose, and for 10 of the 12 medical plan options, the City will pay 100% of the monthly premium for the employee and eligible dependents. The City pays 100% of the monthly premium for dental and vision coverage for the employee and eligible dependents. Currently, employees who provide proof of other group medical coverage may opt out of medical coverage through the City and receive $400/month.
Paid Leave - The position is eligible for sick leave and vacation leave accruals, 12 recognized City holidays with a City Hall closure Christmas Eve through New Year's Day, and 20 Floating Holiday hours.
Retirement - The City is a member of the Orange County Employees Association (OCERS) which is reciprocal with CalPERS. Retirement formula is based upon employment status at time of hire. The employee contribution is based upon retirement formula and age at entry into the retirement system. CalPERS retirees may work for an OCERS agency with no limitations.
Life insurance and Short/Long-term Disability - City paid. Basic Group Term life insurance is in the amount of empoyee's annual base salary + $20,000, and employee has the option to purchase supplemental life insurance coverage.
Other Benefits: Retiree Health Savings Account (RHS), Flexible Spending Account (FSA), 457 deferred compensation account, Tuition Reimbursement Program, Ride-Share Incentive Program, and supplemental health programs through Aflac.
Note that the City does not participate in Social Security or State disability.
