ABOUT THE POSITION
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The Riverside County Transportation & Land Management Agency has an opportunity for multiple Building Inspector I/II positions assigned to the Building & Safety Department.
A Building Inspector - Level I candidate will acquire the knowledge and skills for conformity to applicable codes, ordinances, regulations and techniques; to be able to review building plans and develop the competency necessary to perform inspections and create inspection reports.
A Building Inspector - Level II candidate will perform a full range of duties requiring greater technical knowledge with little supervision or guidance, conduct proper inspections pertaining to building construction and modification of new or existing residential, commercial, industrial buildings or mobile homes. Review the completeness of building plans during the application process, focusing on residential buildings and structures and investigations pertaining to environmental enforcement, water quality, air quality, habitat conservation, grading inspections or code violations.
Competitive candidates will have ground-up construction experience and possess strong customer service experience.

MEET THE TEAM!The (TLMA) is the umbrella agency for seven county departments. They are the Planning Department, Building & Safety Department, Transportation Department, Code Enforcement Department, Environmental Programs Department, Aviation Department and the Administrative Services Department.
EXAMPLES OF ESSENTIAL DUTIES
Building Inspector - Level I
• Assist the public in completing applications for building permits; receive building plans for plan checks and provide necessary procedures, forms, and information.
• Learn to determine whether proposed structures conform to accepted standards regarding type of construction, specified construction materials, occupancy, building location, and appropriate land use requirements; input data into the permit tracking and financial software programs according to established procedures.
• Provide public information over the counter and by telephone concerning the issuance and fee schedule for building and water quality permits.
• Make field inspections of simple structures under the direct supervision of a qualified Building Inspector; with experience and proficiency, check non-technical building plans, collect fees, issue permits, and perform field inspection work under less close supervision.
• Attend in-service training classes covering all phases of plan check and building inspection work; confer regularly with supervisory staff concerning training needs and progress.
Building Inspector - Level II
• Inspect buildings and structures being built, altered, moved or rehabilitated for compliance to building, plumbing, electrical, mechanical, and accessibility, and mobile home codes, regulations and ordinances; inspect work at each of the required stages of completion and indicate corrective action if necessary.
• Review plans for compliance to building, plumbing, electrical, mechanical, and accessibility, and mobile home codes, regulations, and ordinances; determine whether proposed structures conform to accepted standards regarding type of construction, specified construction materials, occupancy, building location, and appropriate land use requirements.
• Receive permit applications and issue permits at the public counter; coordinate with other permitting agencies; input data into the permit tracking and financial software programs according to established procedures.
• Conduct initial and follow-up inspections/investigations pertaining to environmental enforcement, including, but not limited to, water quality, habitat conservation, grading inspections, or code violations.
• Explain regulations to builders, contractors, property owners, and the general public regarding necessary plans and information needed for the issuance of permits; attend continuing education classes as required.
• Route scheduled inspections and enter inspection requests and results into laptop/tablet; print inspection corrections for the builder; enter detailed time and labor data into the automated information system on a daily basis.
MINIMUM QUALIFICATIONS
Building Inspector - Level I
$23.9943 - $35.7229 Hourly
$4,159 - $6,191 Monthly
$49,908 - $74,303 Annually
Education
Graduation from high school or attainment of a satisfactory score on a G.E.D test.
Experience
Two years performing any of the trades or professions directly associated with the structural aspects of building construction or inspection. (College level course work in building trades/inspections or a closely related field to the assignment may substitute for up to one year of the required experience on the basis of 30 semester/45 quarter units equaling one year of experience.)
Other Requirements
Valid California Class C Driver's License, ICC (International Code Council) Building Inspector certificate. And, ability to lift, carry, push and pull heavy objects that may weigh more than 15 pounds.
Highly DesiredCandidates who have experience with the steps involved for tilt-up and multi-story commercial construction, strong field experience and possess strong customer service experience.
Building Inspector - Level II
$28.2565 - $42.0900 Hourly
$4,897 - $7,295 Monthly
$58,773 - $87,547 Annually
Education
Graduation from high school or attainment of a satisfactory score on a G.E.D test.
Experience
One year of experience equivalent to a County of Riverside Building Inspector I with responsibility to perform residential or commercial building inspections.
Other Requirements
Valid California Class C Driver's License, ICC (International Code Council) Building Inspector certificate. And, ability to lift, carry, push and pull heavy objects that may weigh more than 15 pounds.
Highly Desired
Candidates who have experience with the steps involved for tilt-up and multi-story commercial construction, strong field experience and possess strong customer service experience.
Knowledge Of
Building and grading codes and regulations, modern building materials, terminology and practices; the principles of environmental enforcement inspection procedures and methods; permit tracking, financial and word processing software programs.
Ability To
Read and interpret building and grading plans and specifications; read, understand and interpret complex, technical written material; analyze, interpret and accurately review water quality permits and best management practices; make inspections, enforce regulations and detect substandard materials and workmanship; deal tactfully and effectively with builders, contractors and the general public; make accurate data entries and use automated inspection and time labor information using a personal computer. And, willingness to mentor.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.
