ABOUT THE POSITION
The City of Fairfield is recruiting for a Building Inspector Supervisor. This position will provide supervision, direction and training for assigned personnel in the Community Development Department Building Safety Division; to assist the Chief Building Official in planning and directing division activities; assist in the review of building plans and specifications for permit issuance; to enforce building (residential and commercial) and zoning codes and laws; perform related functions as required.
Under general direction from the Chief Building Official, the Building Inspector Supervisor provides direct supervision to building inspection staff, and may provide Building Division staff oversight in the absence of the Chief Building Official. The Building Division is part of the city's Community Development Department.

Minimum Qualifications
EXPERIENCE AND EDUCATION
Experience:
Seven (7) years of full-time building inspection experience with a public agency or equivalent, with three (3) years of lead experience at a level equivalent to the City of Fairfield's Senior Building Inspector classification.
Education:
Education equivalent to completion of the twelfth grade is required. Related college course work is highly desirable.
LICENSE AND / OR CERTIFICATE
Possession of a valid California Driver's license is required.
Certifications from the International Code Council (ICC) as a Residential Building Inspector (non-combination) and as a Commercial Inspector (i.e. combination of Commercial Building, Mechanical, Electrical, & Plumbing) or equivalent certifications under the ICBO legacy program are required.
Certification from the CA Division of the State Architect as a Certified Accessibility Specialist is required within the first year in the position.
All licenses and certifications must be maintained as a condition of employment.
Examples of Duties
Duties may include, but are not limited to, the following:
  • Plan, prioritize, assign, schedule, supervise, and review work of assigned personnel.
  • Monitor and evaluate work in progress; evaluate work methods; recommend and implement improvements.
  • Establish, implement, and evaluate programs that provide for productivity measurement and efficient operation.
  • Provide or coordinate staff training; ensure safe working conditions.
  • Perform the most complex building inspection work.
  • Interpret City policies and procedures for assigned personnel; ensure appropriate policies and procedures are followed by subordinates.
  • Recommend and assist in the implementation of goals and objectives.
  • Consult with the Building Official in planning workload, reviewing productivity, and determining unit needs.
  • Participate in budget preparation and administration.
  • Review the more complex building construction plans to ensure compliance with applicable codes and regulations, issue permits accordingly.
  • Respond to technical questions from building inspection staff in the field; as necessary, meet with developers and contractors to resolve issues and concerns.
  • Identify controversial and troublesome projects; keep the Chief Building Official apprised of projects and potentially problematic concerns and issues.
  • Coordinate with other departments and outside agencies to facilitate code compliance for typical inspections and investigations.
  • Answer questions and provide information to the public; receive, investigate and resolve complaints.
  • Conduct research and prepare memos, letters, reports and studies on operations and activities.
  • Perform other related duties as assigned.

Knowledge & Abilities
Knowledge of:
  • Principles and practices of leadership, supervision and training.
  • Complex principles and techniques of building inspection and plans examining work.
  • Building tools and materials.
  • Accepted safety standards, building and related codes and ordinances enforceable by the City.
  • State and federal laws and regulations applicable to construction; and modern methods of building construction for commercial, industrial, and residential buildings.
Ability to:
  • Plan, supervise, train, and evaluate subordinates.
  • Read and interpret complex building plans, specifications and building codes.
  • Utilize a computer and industry standard equipment.
  • Interpret, apply, and explain construction-related codes, regulations, and policies.
  • Follow proper building inspection techniques and communicate building inspection requirements, policies, and decisions to the public in a courteous and effective manner.
  • Make sound independent judgment in complex or difficult situations, within established guidelines.
  • Write clear and comprehensive reports and correspondence on administrative and technical issues.
  • Establish and maintain positive and effective working relationships with those contacted in the course of work.
