Job Description / Essential Elements:
Print Primary Function: Under the direction of the Director of Facilities and Bond Construction, serves as the District's Bond Facilities Field Representative. Acts as point of contact for the Site Administration and liaison between the Bond Management Team, Maintenance and Operations, Technology and Fiscal Services and the Bond Management Team with a specific region. Assist the Director of Facilities and Bond Construction in developing and implementing short-term and long-term facilities programs and operations plans for the district. Oversees construction and modernization projects as assigned. Directly Responsible To: Director of Facilities and Bond Construction Supervision: Shall supervise and evaluate technical and clerical employees as assigned. Major Responsibilities: 1. Act as the primary point of contact for customer relations between the Site Administration, Bond Management Team and local community. 2. Assist in development of District Facilities Policies and Procedures with the District's Director of Facilities and Bond Construction 3. Assist the Director of Facilities and Bond Construction in reviewing and approving District Facilities Standards recommended by the Bond Management Team. 4. Assist in preparing status reports and project updates with the Bond Management Team. 5. Assist in Power Point presentations and graphics for Bond Related presentations. 6. Attend Site Council and community meetings in support of the Bond projects. 7. Assist in providing direction to the Bond Management Team as an owner's representative. 8. Assure proper coordination between the Bond Management Team, the Maintenance and Operations Department, Facilities Department, Fiscal and Technology Services. 9. Assist with District related Real Estate issues and transactions associated with the Bond Management Team. 10. Review and recommend for approval Bond related expenditures and requisitions. 11. Assist in coordination of Bond related Pre-Construction, Construction and Post Construction activities with the Site Administration and the Bond Management Team. 12. Assist in implementing a wide range of programs, including but not limited to: State School Building Lease Purchase Programs; the Facilities Master Plan, and Redevelopment Agency agreements (SB198). 13. Conduct Bond related research and/or analytical studies as assigned. 14. Develop and supply facility information requested by governmental and community groups in support of the Bond Projects. 15. Coordinate schedules of district staff and contractors for construction and alteration of Bond related projects. Qualifications: 1. Knowledge and ability to supervise and manage California new school construction and modernization projects. 2. Knowledge of California school construction programs, including policies and regulations of the Office of Local Assistance (OLA), Office of State Architect (OSA), and State Allocation Board (SAB). 3. Ability to compile and review cost estimates on major and minor construction and repair work. 4. Ability to use and generate reports on computer programs such as Microsoft Word, Excel, QuatroPro, and Auto CAD (version 13/14). 5. Ability to supervise general safety and health programs mandated by CAL/OSHA and EPA. 6. Ability to inspect and complete closeout paperwork for construction projects. 7. Ability to drive to and attend occasional night and weekend meetings with the district and within an 80 mile radius of the district. 8. Ability to prepare and deliver written and verbal reports. 9. Ability to learn, understand and interpret federal, state and local laws and regulations including from the Office of the State Architect. Education, Training and Experience: 1. Four years of college, or equivalent in training and experience, related to architecture, civil engineering and construction management and project management. 2. Relevant and increasingly responsible experience totaling six years or more in construction or project management, two years of which must have been in a supervisory or administrative capacity.
