Job Title:Benefits Specialist
Supervisor: Chief Human Resources Officer
Classification: Confidential FLSA Status: Exempt
Days: 260
Summary: Under the supervision of the Human Resources Director, the Benefits Specialist plans and coordinates the District's benefits program. The benefits program includes health insurance, workers' compensation, and health and wellness. This employee must confidently hold confidential materials and conversations, particularly those relating to the collective bargaining process.
Essential Duties and Responsibilities:
  • Coordinates and serves as the primary contact for the employee benefits program, including medical, dental, life, vision, retirement, disability, and Section 125.
  • Reconciles and verifies monthly statements for all benefit plans and maintains statistical data relative to benefit plans.
  • Reviews and analyzes loss trends, claims experience, premiums, and expenses; reconciles billings.
  • Provides support to the district insurance committee.
  • Coordinates new employee orientation program.
  • Coordinates open enrollment and education related to benefits.
  • Coordinates FMLA/OFLA administration.
  • Coordinates the District's workers' compensation program, including facilitating claim submissions and follow-up contacts; reviewing and analyzing claim reports; developing and implementing return-to-work light duty assignments; pursuing subsidy reimbursements; representing the District at hearings; maintaining records and files and assisting with the coordination of safety and training efforts.
  • Coordinates occupational safety, health, and wellness programs, including accident prevention and safety awareness training; serves on various committees in the area of expertise and coordinates the District wellness program.
  • Coordinates unemployment compensation claims, including tracking monthly claim filings, reconciling billings, and maintaining statistics and reports.
  • Maintains programs and procedures to ensure compliance with relevant state and federal regulations.
  • Helps develop and implement policies, procedures, and objectives for areas of responsibility.
  • Works as a team player at all levels and demonstrates excellent interpersonal and customer service skills.
  • Maintains competency in all position responsibilities.
  • Complies with all safety and work rules, policies, and procedures.
  • Assumes additional responsibilities as needed, with little or no supervision.
  • Provides support to other positions as needed.

Education and/or Experience: Bachelor's Degree in Business, Accounting, or a related field or a combination of education and experience sufficient to successfully perform the job's essential functions. Three years demonstrated benefit coordination experience.
Interpersonal Skills: Exhibits a high degree of diplomacy in dealing with all customers over the phone and/or in person. Employees must have the ability to work in a team environment. The employee must interact in a kind, compassionate, and professional manner. Must maintain confidentiality and security at all times. The employee must participate annually in employee education programs and wears appropriate attire within the MSD guidelines.
Language Skills: Ability to communicate verbally and in writing fluently in English. Preference may be given to applicants fluent in English and Spanish. Ability to respond to expected and complex inquiries or complaints from staff, vendors, students, parents, or community members. Ability to read and interpret complex documents such as budgets, contracts, policies, and legal documents. Ability to write reports and business correspondence professionally.
Mathematical Skills: Ability to add, subtract, multiply, and divide into all units of measure using whole numbers, common fractions, and decimals. Ability to use spreadsheets to make complex calculations.
Reasoning Ability: A high level of accuracy, attention to detail, and ability to analyze business issues, recommend solutions, and manage tasks/projects to completion is required.
Computer Skills: To perform this job successfully, an individual should be proficient with word processing, spreadsheet, database, PowerPoint, email, Sungard, webinars, spreadsheets, and word processing software.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee must regularly sit, use hands for fine manipulation, handle objects, and feel. The employee must regularly lift and/or move up to 10 pounds and less frequently lift to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and the ability to adjust focus.
