Position Description
Assists with management of a department that has institutional oversight responsibilities. Assists in the development, coordination and administration of the department.
Major/Essential Functions
  • The scope of responsibility includes Information Security management at the enterprise level including implementing and enforcing security policies in accordance with the industry regulated, federal, state, and institutional directives.
  • Lead and supervise the Enterprise IT Security Team as required to effectively coordinate security related tasks to support the Information Security Program.
  • Management and completion of projects and performs tasks assigned by supervisor accurately and in a timely manner.
  • Responsible for the design, installation, and ensuring the effectiveness of security protocols, products, and resources to protect Texas Tech University Systems' data and systems.
  • Develop key security metrics and produce meaningful executive reports.
  • Effectively communicate on security-related topics to internal and external stakeholders as required.
  • Maintains an active awareness of the evolving security threat landscape, as well as, industry regulated, federal, state, and local Information Security compliance regulations.
  • Develop and monitor Enterprise IT Security staff's training plans including assisting with direct training of team members.
  • Conducts risk assessments for active or proposed hardware and/or software systems and components.
  • Develop and implement effective processes and procedures to support the Information Security Program.
  • Other duties as assigned by Supervisor or other Executive IT Leadership.
  • May interface with users, vendors, or other stakeholders, as well as, key IT leadership and/or other functional leadership from the Texas Tech University System institutions
  • Adhere to all appropriate institutional policies (including IT OPs) and other relevant internal departmental policies.

Preferred Qualifications
  • Professional certifications are not required, but CISA, CAP, CISSP, CIA, and/or CGAP certifications may be preferred qualifications
Preferred Skills, Knowledge, and Abilities
  • Experience with NIST RMF, TAC 202, PCI DSS, HIPAA, FERPA, STIG/SCAP, GDPR, ISO 27000/27001, ISO 31000, FedRAMP, SOC 2, and/or HITRUST.

Required Qualifications
Bachelor's Degree required and five years administrative or management experience. Additional education may substitute for experience on a year for year basis.
Required Skills, Knowledge, and Abilities
Proficient knowledge of IT risk management frameworks, system security, and audit methodologies to effectively develop, lead, and document IT audits and risk assessments for simple and complex computer information systems. Five or more years of experience with audit and risk assessment of computer information systems.
