Association’s Mission: California Primary Care Association's mission is to lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.
Purpose of Position: Lead the development and management of all programs and systems specific to people operations, including but not limited to recruitment, retention, employee development, and employee engagement, for the purposes of strengthening and enhancing the capabilities of staff and advance the work of CPCA. To support the overall people culture of the Association.
    
Primary People Operations Responsibilities:
  • Develop and implement a people support strategy that aligns with business goals and organizational functions.
  • Lead in talent acquisition and develop onboarding programs that familiarize new employees with workplace policies. Also ensure offboarding practices are in place and followed.
  • Ensure retention practices are in place and identify, develop and/or procure the ongoing programs and learning tools necessary to help all employees develop effective communication, interpersonal, and general job skills that contribute to their success. Ensure use of performance management tools and processes are in place.
  • Provide support to employees on various HR-related topics such as leaves and compensation and resolve any issues that may arise.
  • Organize and facilitate manager meetings as needed; provide support to management staff and ensure that they have access to training and resources to build their supervisory skills.
  • Organize and coordinate the administrative professional staff to ensure that all staff are being uniformly and equitably supported, that administrative staff have an understanding of and can adhere to operational processes and practices, and to identify gaps in administrative support and help problem solve as appropriate.
  • Develop, implement, and interpret human resource policies and practices.
  • Gather and analyze HR data, such as time to hire and employee turnover rates, to support strategic and executive level decision-making.
  • Administer compensation and benefit plans, employee retirement plan, and partner with Finance team on Form 5500 and annual census. Ensure payroll is being correctly processed and provide guidance as needed.
  • Ensure that all employee files and records are maintained and secured in electronic and paper form.
  • Ensure compliance with labor laws and regulations.
  • Conduct ongoing audit of the HRIS and other people operations applications and platforms to ensure they are meeting the needs of the Association. Research, suggest and implement platform changes when needed.
  • Manage and oversee facility needs and vendor contracts to ensure all workspaces are safe and functional.
  • Manage requisition processes and policies, including budget oversight, and manage all necessary expenses to ensure the Association has the necessary equipment, technology, subscriptions, resources, and supplies.
  • Support annual operations budget development and manage budget adherence as needed.
  • Support the Vice President of Operations & Membership to ensure overall cohesion of operational practices and policies across departments.
Skills and Abilities Required:
  1. Strong background in human resource policies, procedures, and practices.
  2. Strong project and program management expertise including implementation and evaluation.
  3. Demonstrate a high level of expertise in assigned content areas to provide guidance and technical assistance to staff and Association membership.
  4. Assist with grant and budget management, contract development and reporting.
  5. Strong presentation and written communication skills.
  6. Effective interpersonal and professional skills when engaging with Association membership and Board of Directors, vendors, and partners.
  7. Work collaboratively with senior leadership and multi departmental teams.
  8. Serve as lead staff to designated peer networks, work groups, task forces and committees.
  9. Supervise, train, and evaluate staff.
  10. Advanced problem solving, critical thinking, organization, and time management skills.
  11. Proficiency in Microsoft Office and web-based applications and platforms.
  12. Self-direct, recommend strategic direction and influence change.
Additional Responsibilities:
  1. Support the Association’s Strategic Plan
  2. Support the association’s vision of being an antiracist organization.
  3. Attends and participates in required Association meetings.
  4. Reports regularly to supervisor.
  5. Participates in CPCA events and represents the Association as requested to include state and national events.
  6. Travel for national and regional meetings, training and site visits by air and ground transportation.
  7. Other duties as assigned.
Education and Experience:
Bachelor’s degree required. Minimum of five years Human Resources or equivalent experience. Experience with member-driven associations or non-profit organizations is also preferred. Relevant experience may be considered in lieu of degree requirement.

Compensation: $90,440 - $95,760

Association Expectation:

Due to network security this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month. All hires are required to maintain residence in California.
