The Human ResourcesAssistant Director reports to the Director of Human Resources and has responsibility for overseeing daily operations of the Department. Assigned areas of responsibility may include recruitment and selection; classification and compensation; benefits administration; and employee relations. San Bernardino County is an Approved Local Merit Systems agency. As such, the Assistant Director is tasked with ensuring that the County's Human Resources practices adhere to Federal and State Merit Systems Principles. The Human Resources Department has been building its capacity and adding resources to the team for the last several years. Due to this recent (and ongoing) growth, the Director seeks strong administrators capable of formalizing a new human capital management system (HCM); improving Human Resources-specific policies and procedures; standardizing language across all collective bargaining MOUs; ensuring all policies are current with the law; developing innovative policies and procedures to streamline and enhance recruitment, classification and compensation efforts within a Merit Systems framework; providing expert guidance and continuing to build bench strength within the employee relations program; standardizing guidance for investigations and discipline; and generally organizing and managing the Department divisions and programs as they grow both in terms of full-time employees and funding.

The County offers a generous benefit package which includes a competitive salary commensurate with experience within the designated salary range of 87C: $147,700.80 - $211,952.00 Annually, plus 3% annual across the board salary increases on February 2025 and 2026.

In order to be successful, this position requires an extensive and broad range of public sector Human Resources administrative experience, which includes.
Five (5) years of supervisory and/or management level experience in a public sector environment.
A bachelor's degree in Human Resources management, public or business administration, industrial/organizational psychology, or a related field.
An MPA or MBA or related advance degree is desirable.
