Job description

The Engineering & Capital Projects Department (ECP) and Strategic Capital Projects Department (SCP) currently have multiple Assistant Deputy Director openings in various Divisions. This interview may also be used to fill other positions within the Departments in the future.
The ECP Construction Management and Field Engineering (CMFE) Division of the Construction Branch:
The CMFE Division is primarily responsible for the construction management of the City's Capital Improvement Program. The division manages the construction phase of each project from inception until final acceptance. The Assistant Deputy Director position will lead and support CMFE Division's Senior Engineers in the execution and management of their workload among other operational duties.

Under the general direction of the Deputy Director, the Assistant Deputy Director is responsible for assisting with the successful operation of the CMFE Division.
The ECP Design Divisions:
The ECP Design Divisions are primarily responsible for project management, design, and delivery of the City's Capital Improvement Program (CIP). The branch is responsible for developing the conceptual scope and final design of CIP assets addressing the needs of the client department to expand, replace, or rehabilitate an asset. The Assistant Deputy Director (ADD) positions in this division support the Deputy Director in managing the delivery and execution of the different programs through quality designs that meet or exceed the expectations of the client department through communication and customer service. The project designs are performed both by in-house design and by a consultant, requiring constant training and focus on general staff development. The Design Divisions also support their projects in the construction phase until project closeout. The ADD position will support the different sections in the successful delivery of current goals and prepare them to deliver the anticipated goals for future fiscal years.
The SCP PURE Water Phase 1 CIP Divisions:
Pure Water San Diego is the largest integrated infrastructure project that the City of San Diego has undertaken. The Pure Water San Diego project will produce 83 million gallons of water per day (mgd). Based on recent water use projections, that represents nearly one-half of San Diego's water supply needs. PURE Water Phase 1 projects are currently in construction with a total budget exceeding 1.5 Billion dollars. The Program consists of three major components (packages) of the CIP Program: Conveyance, Treatment, and Facilities. ADD's will serve as the lead to successfully deliver their assigned packages (groups of projects) on schedule, within budget, and according to Pure Water Program performance specifications.
Each ADD will be responsible for the Project Management, Construction Management, and Commissioning of the following CIP Project: The Conveyance team will focus on pipeline projects including tunneling and subaqueous pipelines. The Treatment team will focus on treatment plant projects including a new treatment plant as well as expansion of existing plants. The Facilities section will focus on facility projects including new pump stations, expansions to existing pump stations as well as the Phase 2 demonstration facility and pipeline projects.

Key Areas of Responsibility:
ECP
  • Under the supervision of the Deputy Director, develop and implement goals, objectives, policies, procedures, and performance standards for the Division that are in alignment with E&CP's overarching goals.
  • Plans, organizes, assigns, supervises, reviews, and evaluates the work of professional engineering, technical, and administrative staff, through subordinate supervisors.
  • Assist with coordination of E&CP activities with other departments, outside agencies, and organizations; provide staff assistance to the Mayor and City Council and relevant boards and commissions; and prepare and present reports and other necessary correspondence.
  • Provides management direction for the planning, design, and construction of the CIP projects.
  • Supervises and participates in the development and administration of the Division's positions; assists with the development of the City's Capital improvement budget and participates in various Citywide presentations as part of the approval process.
  • Assist Deputy Director with delivering the City's major Capital Improvement Projects including but not limited to the following infrastructure types: bridges, roadways and multi-modal accessibility paths, traffic control and traffic calming, public buildings, parks, recreation facilities, airport-related facilities, drainage and flood control, water quality, and water and sewer pipelines, treatment plants, reservoirs, and pump stations.
  • Builds and maintains strong relationships with various City departments to ensure Capital Projects are managed in a timely and cost-effective manner.
  • Provides professional and technical engineering advice to other City departments and maintains professional standards for engineering services provided throughout the City.
  • Serves as a focal point and arbitrator of disputes and interpretation of engineering and construction management policies and regulations.
  • Provides Citywide leadership in developing and enhancing engineering methodologies.
  • Represents Division and E&CP and the interest of the City to outside groups and organizations, and provides technical assistance as necessary.
  • Maintains strong regional involvement with other public agencies, trade groups, and regulatory entities.
  • Performs other duties under the delegated responsibilities of a Deputy City Engineer, and
  • Acts as the Appointing Authority in the absence of the Deputy Director.

SCP
  • Oversee and direct delivery through Project Managers of assigned project(s) from inception through construction close-out, ensuring adherence to the Project Management Professional (PMP), and ensuring engagement of City operations.
  • Participate in the development of professional services scopes of services and the services procurement and contracting process.
  • Monitor and control project delivery performance to verify each project within an assigned package is designed and built in accordance with Program objectives.
  • Anticipate potential delivery issues and risks early and develop strategies to address and mitigate them.
  • Investigate risks, disputes, concerns, issues, and problems and implement corrective measures in coordination with the Deputy Engineering Manager, Package Construction Manager (during construction), Deputy Program Construction Manager (during construction), Commissioning Lead, and other Program personnel.
  • Provide regular package and project status reporting, review package and project reports, conduct package and project meetings, and update project-level risks and mitigation measures.
  • Assist with package/project-specific public outreach activities.
  • Support construction management and inspection personnel with administering construction contracts and resolving design issues during construction.
  • Attend meetings with construction contractors as appropriate.
  • Support avoidance/minimization of potential construction claims
  • Participate in the resolution of construction claims in close coordination with appropriate representatives from the Program, legal counsel, design consultants, and other parties.
  • Participate in final inspection and issuance of certification of completion.

Minimum Qualifications:
  • Bachelor's Degree in an Engineering field, and
  • A minimum or equivalent of five (5) years at the management/supervisory level for a public agency with the direction of professional project management and construction management staff.
  • Registration as a Professional Civil Engineer in the State of California.

ECP: Ten (10) years of progressively more responsible civil engineering experience.

SCP: Minimum of ten (10) years of project management and/or construction management experience in treatment, pipelines, reservoirs, water, wastewater, or water resources.

Or,
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.
  • Proven ability to function in a self-directed manner while handling multiple priorities.
  • Able to excel as an individual contributor and team member.
  • Strong conceptual, analytical, and problem-solving skills.
  • Facilitation skills to bring groups together and build consensus.

The Department:
The Engineering and Capital Projects Department (E&CP) provides a full range of engineering services for the City's capital investment. E&CP is responsible for the planning, design, project, and construction management of public improvement projects part of the City's Capital Improvement Program (CIP); quality control and inspection of private work permitted in the right-of-way; and surveying and materials testing. E&CP's activities include work on public infrastructure assets to rehabilitate, restore, improve, and add to the City's capital facilities. E&CP is comprised of the following Divisions:

The Strategic Capital Projects Department: The Strategic Capital Projects Department (SCP) strives to provide quality engineering, project management, and construction management on complex, unique, and large Capital Projects that enhance the safety and the environment of the City of San Diego. The department provides project management expertise including, but not limited to, the direct management of City Capital Projects and the oversight of Capital Projects led by other organizations via an agreement. This includes a full range of services such as planning, designing, engineering, project and construction management, quality assurance and inspection, and contract management (contractors & consultants), The department will deliver Capital Projects through multiple delivery methods including but not limited to Design-Bid-Build, Design-Build, Construction Manager at Risk, Progressive Design-Build, Private-Public Partnerships, Agency Agreement, and more.
