Job description

Under the general direction of the Deputy Director, the Assistant Deputy Director will be responsible for the day-to-day managerial support and oversight of employees performing reviews in Transportation (discretionary approvals), Traffic Safety, Drainage and Grades, Minor Right of Way, and Stormwater Engineering sections. The position may perform other duties under the delegated responsibilities of a Deputy City Engineer.

Key Areas of Responsibility:

  • Attend meetings as the Assistant Deputy Director and report feedback.
  • Participate In briefings on issues to be brought to the Deputy Director.
  • Plan, manage, and implement program modifications in the department.
  • Develop and implement goals, objectives, policies, procedures, and performance standards for the Division.
  • Provide managerial support to the Deputy Director.
  • Manage department communications and liaise with other programs and departments.
Minimum Qualifications:
  • A Bachelor's Degree from an accredited college or university in Civil Engineering, or a closely related field;?and
  • Five years of progressively responsible professional experience in the public and/or private sector that demonstrates ability and understanding of planning, development, and related disciplines are required.
  • Any combination of education and experience that demonstrates these qualifications may be qualifying for this position.
  • Candidate must be a current professional engineer registered with the State of California.

The ideal candidate will possess the following qualifications:
  • Substantial, progressively more responsible management experience that demonstrates the ability to direct work units.
  • Leadership and management abilities, particularly in creating a cohesive team among work units and managing frontline employees and supervisors.
  • Create and maintain an atmosphere of respect, teamwork, communication, trust, professionalism, and accountability.
  • Strong quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs.
  • Excellent writing and communication skills.
  • Strong interpersonal skills.
  • Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables as needed.
  • Ability to communicate effectively to different audiences, including elected officials, various levels of City management, and members of the public.
  • Ability to comprehend technical details and understand how they relate to and impact the "big picture;"
  • Ability to work both independently and as part of a team in a fast-paced, high-pressure environment with tight time constraints.
  • Interest in municipal activities and services and how they impact the community.
  • Highly ethical and objective, with the ability to navigate in a political environment without being political; and
  • Energetic and motivated with the ability and desire to take initiative.

The Development Services Department (DSD) is comprised of nine divisions that provide review, permits, inspections, and code enforcement services for private and public development projects throughout the City of San Diego.
