The COVID/ARPA (American Rescue Plan Act) Finance section of the DCHS is looking for two (2) skilled, knowledgeable, and enthusiastic team players who will serve as BFOII supporting all the divisions who are working with COVID/ARPA fund.

The Business and Finance Officer II will report directly to the COVID Finance Manager and assist in the management of the daily accounting and budget functions within the department. This position plays a role in the preparation of the biennial operating budget, tracking and analyzing expenditures, grants management, maintaining the integrity of the operating budget, assisting in the oversight of the accounting functions and reviews expenditures with management and project managers which helps drive the strategic decision-making process for their programs. These positions will also be closely involved in closing the programs with the King County Grants Compliance Unit (GCU).


This Term-Limited Temporary position is anticipated to end March 31, 2025. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment (SDA).


WHO MAY APPLY: These positions are open to all qualified candidates that meet the minimum qualifications. Interviews for this selection process will take place on or around March 25, 2024.

WORK SCHEDULE/CONDITIONS: This recruitment is for two positions TLT or SDA that is anticipated to be 12 months in duration, but subject to change dependent on operational need. These positions are exempt from the provisions of the Fair Labor Standards Act and are not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm. These positions are represented by PROTEC17.


Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking
complemented with onsite work and meetings as needed. Employees will have access to shared
workspaces at various King County facilities. Employees must reside in Washington state and within a
reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
  • Create accounting transactions including review of invoices, preparation of journal entries and other accounting transactions as needed.
  • Extract, organize and review financial records, data, and reports from the Oracle Enterprise Business Solutions (EBS) and Oracle Business Intelligence (BI) and other internal systems to ensure the accuracy of revenues and expenditures.
  • Coordinate, prepare and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and forecasting.
  • Process expenditure and revenue journal entries and provide detailed reconciliations and financial analysis.
  • May direct staff in the absence of the Business and Finance Officer III/IV.
  • Assist with the oversight of accounting and financial reporting systems in area of responsibility and perform financial and program system audits.
  • Assist with management and monitoring of contracts.
  • Participate in the development, review, and implementation of financial and other technical criteria for provider contracts.
  • Assist with department-wide financial management as needed.
  • Perform other related duties as assigned.
  • Knowledge of budgeting, finance, managerial and financial accounting.

  • Five years of professional experience with three years focused in finance, accounting, and/or audit environments, or any equivalent combination of experience and education which provides the desired skills, knowledge and ability required to perform the work.

  • Advanced knowledge of financial information systems.
  • Knowledge and experience with Generally Accepted Accounting Principles (GAAP).
  • Knowledge of federal, state and local audit requirements.

  • Knowledge of contract administration.

  • Highly self-motivated.

  • Knowledge of human service programs, funding sources, policies, and requirements.

  • Experience processing and reconciling complex financial transactions.

  • Excellent communication skills, both verbal and written.

  • Intermediate/advanced Microsoft Excel skills.

  • Commitment to racial equity and the King County Equity and Social Justice Strategic Plan.
    DESIRED QUALIFICATIONS:

  • Knowledge of county programs, funding sources, policies, and requirements.

  • Specific knowledge of DCHS housing programs and funding sources, e.g. CDBG/HOME, HEN, ESG, CoC, etc.

  • Bachelor's degree in accounting, finance, business administration and/or equivalent education and experience.

  • Experience with EBS Oracle reporting systems.

  • Experience or knowledge of King County ARPA fund process.
