DCHS is seeking three Term Limited Temporary (TLT) or Special Duty (SD) Analysts (Business & Finance Officer III) for its Finance, Accounting, and Compliance Services Team that are looking to apply their expertise and enthusiasm to ensuring strong financial systems, management, and planning that enables sustainable and effective community services. These positions are funded for 18 months from hire date.
2 Finance Analysts
The ideal candidate for these roles would be a versatile budget or financial analyst with a deep commitment to customer service, continuous quality improvement, and King County's Equity, Racial, and Social Justice mission. The finance analysts will primarily perform day-to-day financial functions: budgeting and financial management, reporting, coordination with programs and partners, analytic support, and continuous quality improvement. One position will report to the Children, Youth, and Young Adults Finance Manager but will support Finance division leaders throughout the Department with programmatic budgeting and contracts support, strategic projects, and reporting coordination. The second position reports directly to the Crisis Systems Finance Lead (Special Projects Manager I) and serves as the lead fiscal analyst for the behavioral health crisis system, which includes the Crisis Care Centers and Behavioral Health and Administrative Services Organization.
1 Revenue Analyst
This position will lead the management of the Behavioral Health and Recovery Division's (BHRD) diverse revenue portfolio, which includes processing federal, state, and local revenue contracts as well as tracking and reporting on revenue data and information. The revenue analyst is responsible for revenue tracking and receivables processes, preparing and submitting revenue billings, cash management, invoicing and interfund transfers. This position also serves as fiscal lead on federal grant applications, revenue receipts, and SEFA/SSFA and SAO audit response and reconciliation efforts. This position will report to the Behavioral Health Accounting Manager (Business and Finance Officer IV) and work closely with both the Behavioral Health Finance and Program teams.

Teleworking Requirement
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties
  • Coordinate, prepare and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and forecasting.
  • Deliver financial reporting and consultation to program and Finance managers.
  • Perform detailed expense reconciliation and compliance review.
  • Support fiscal year-end close processes as needed, including accruals.
  • Oversee financial systems in area of responsibility (e.g., budgeting, accounting, reporting).
  • Evaluate fiscal processes for efficiency and implement continuous quality improvement.
  • Lead projects and analysis that deliver data-informed recommendations to support organizational initiatives and strategic decision-making.
  • Participate in the development, review, and implementation of financial and other technical criteria for contracts.
  • Coordinate, interpret and implement federal, state, county and local laws, policies and procedures as necessary.
  • Assist with department-wide financial management as needed.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills
  • Bachelor's degree in business, finance, public administration, or accounting and six years of progressive responsibility in finance, and/or any equivalent combination of experience and education which provides the desired skills, knowledge, and ability required to perform the work.
  • Experience with budget development and monitoring.
  • Experience evaluating expenditures for allowability and financial compliance.
  • Knowledge of Generally Accepted Accounting Principles (GAAP).
  • Skilled in effectively presenting and communicating complex financial information to a wide range of audiences, including non-technical audiences.
  • Ability to work collaboratively to secure integrated work products.
  • Highly self-motivated individual with independent time management skills.
  • Very effective communicator in written, verbal and presentation forms.
  • Intermediate/advanced Microsoft Excel skills.
  • Demonstrated proficiency with MS Office suite.
  • Commitment to racial equity and the King County Equity and Social Justice Strategic Plan.
  • Desired Qualifications:
    • Experience with Oracle reporting systems.
    • Advanced knowledge of financial statement analysis and/or compliance audits.
    • Knowledge of King County programs, funding sources, policies and requirements.
    • Knowledge of governmental accounting and Finance.
    • Management and supervisory experience; including hiring, supervision, staff development and performance management.
