Under direction, the Airport Operations Officersupervises, assigns, reviews, and participates in the work of staff responsible for airport operational, safety and security functions on a 24-hour basis; enforces all applicable federal, state and local safety and security rules, regulations, and procedures; represents airport management as required and ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to the assigned area of responsibility.Knowledge of
  • Principles and practices of supervision, discipline, leadership, mentoring, and training
  • Team dynamics and team building
  • Applicable federal, state, and local laws, codes, and regulations regarding landside and airside aviation operations; airport security and emergency response requirements; passenger, general aviation, and cargo operations
  • Operational characteristics, services, and activities of assigned programs and functions
  • Principles and practices of public sector budget development and administration
  • Principles and practices of business accounting and purchasing
  • Management and administration of retail and service tenant leases and rental agreements
  • Community relations and customer service delivery standards
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
  • English usage, spelling, grammar, and punctuation
  • Aviation radio procedures and phonetic alphabet, movement/non-movement areas, sterile areas, secured areas, security identification display area (SIDA) and aircraft operating area (AOA)

Ability to
  • Select, supervise, train, and evaluate staff
  • Plan, coordinate, assign, and review the work of subordinate staff
  • Investigate and resolve disciplinary issues
  • Work independently, prioritize work, coordinate activities and meet critical deadlines
  • Monitor and interpret budgets and other financial documents

  • Communicate clearly and concisely, both verbally and in writing
  • Interpret and apply applicable federal, state, and local laws, codes, and regulations regarding aviation operations
  • Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met
  • Collect and compile a variety of data and information
  • Research, analyze and evaluate operations and procedural practices, policies, and rules affecting Airport Operations, security, contracts, personnel, and other administrative matters; identify improvement opportunities and implement recommendations
  • Operate a variety of airport vehicles, automobiles and trucks
  • Operate company and aviation radios
  • Represent the SCDOA to other departments, agencies, and the public
  • Represent management up to and including the Director of Airports in their absence
Minimum Qualifications
Either: 1a. Graduation from an accredited college or university with a Bachelor's degree, or higher, in Aeronautics, Aerospace, Aviation, Business Administration, Public Administration, or other field closely related to the intent of the class;
And

1b. Two years of full-time paid lead and/or supervisory experience in Airport Operations or airport administration involving developing, and/or monitoring and enforcing airport or airline programs, policies or procedures.
Or: 2a.Graduation from an accredited college or university with an Associate's Degree in Aeronautics, Aviation, Business Administration, or other field closely related to the intent of the class;
And

2b. Four years of full-time paid experience in Airport Operations or airport administration involving developing, and/or monitoring and enforcing airport or airline programs, policies or procedures, two years must have been at a lead and/or supervisory level.
Note: Additional qualifying experience may substitute for the required education on a year for year basis (1 year experience = 30 semester units or 45 quarter units).
Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications
Criminal History and Background Checks:
The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedures, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing Attachment A 4 criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.
The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this back-ground check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.
License Requirement:
A valid California Driver License, Class C or higher, is required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.
Special Access:
Incumbents in this class must acquire, prior to appointment, and maintain a SCDOA security badge allowing access to secure County airport locations. Failure to maintain an airport security badge may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.
Physical Requirements:
Some positions in this class require the incumbents to be able to:
  • Stand, walk, bend, and stoop for long periods of time.
  • Move with agility around areas congested with traffic and people.
  • Lift and carry up to 50 pounds.
Individuals who do not meet these requirements due to disability will be reviewed on a case-by-case basis.
Working Conditions:
Some positions in this class require the incumbents to:
  • Work irregular hours and be subject to "on-call" status 24 hours a day.
  • Work outdoors in all types of weather conditions.
  • Work at various locations within Sacramento County.

Probationary Period

FORMULA RATE EXAMINATION (Weighted 100%)
All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.
This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.
All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
