THE POSITION
The Airport Operations Specialist (AOS) plays a pivotal role in the efficient functioning of Palo Alto Airport by executing a range of skilled tasks in operations and maintenance. This position is responsible for ensuring the airport's adherence to Federal Aviation Administration (FAA) and local regulations. The AOS conducts preventive, routine, and emergency maintenance on various airport facilities, including hangars, offices, and Navigational Aids (NAVAIDs). By meticulously overseeing these tasks, the AOS contributes to the safe and seamless operation of Palo Alto Airport, thereby upholding its standards of excellence and regulatory compliance.
Distinguishing Characteristics
Airport Operations Specialist I: This is the entry-level classification in the Airport Operations Specialist series. This classification works under the supervision of the Manager of Maintenance and Operations, or the Airport Manager performing various assignments. The incumbent performs the full range of responsibilities stated below.
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Operations
- Perform regular inspections and reports on facilities, runways, hangars, lighting, and security equipment.
- Operate a variety of motor vehicles such as fire trucks, dump trucks, tractors, sweeping machines, and other related equipment.
- Explain and enforce City's Airport's Rules and Regulations
- Gather and provide information to airport users regarding local air traffic procedures, arrival and departure routes, noise abatement procedures, weather conditions, airport facilities and other local services.
- Monitor airport activities, aircraft and fueling operations to ensure safety and compliance with FAA and local regulations.
- Provide ground support and assistance to the FAA Control Tower by responding to reports of Foreign Object Debris (FOD), or ground escort of aircraft on the apron to parking etc.
- Provide assistance and support to distressed or disabled aircraft and assist in emergency operations by providing first aid, operating rescue equipment, operating radio, providing information, and notifying fire and other emergency services.
- Responds to security related matters on the airfield and at all airport facilities.
- Receive and process complaints such as noise abatement, resolving situations when able, providing information and maintaining records for referral when applicable.
- Assign hangar and tie-down spaces and collect rental fees.
- May be on-call in the event of an airport emergency.
- In absence of the Airport Manager or Manager of Maintenance and Operations, may enforce all City policies, minimum standards, and federal regulations to airport users including but not limited to: Airport Rules and Regulations, Minimum Business Standards, Storm Water Pollution Prevention Plan, HazMat Business Plan, Airport Emergency Plan, etc.
- Reviews and processes requests for ID badge application, ramp access, and parking permits; ensures all applications are in compliance with Airport Safety and Security Program.
- Performs field duties related to Airport Security and Badging, including but not limited to access control inspections and badge verification.
- Provides Driver's Training to airport users including delivery drivers and construction contractors.
- Records confidential information and statistical data when required.
Maintenance
- Uses computerized maintenance and management system to manage work orders.
- Maintain overall appearance of airport grounds, including the removal of obstacles from runways and approaches, controlling weeds and trash pick-up.
- Inspect worksites to take dimensions layout work, and estimate materials required.
- Troubleshoot, repair, and maintain security systems such as gate card readers, and vehicle and pedestrian gate operators.
- Maintain airport facilities such as hangars, offices, and NAVAIDs.
- Perform emergency repairs, as necessary; uses established safety procedures in doing such work. Responds to request to work overtime when conditions warrant and directed by management.
- Performs assigned hours/weekend and holiday on-call work, as scheduled by management to respond to emergencies.
- Order and monitor supplies for airport maintenance and facilities.
- Operates and maintains hand tools, power tools, and equipment for a variety of trades.
- Coordinates and reviews the work of outside contractors, as necessary.
Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities, which would typically be acquired through:
Airport Operations Specialist I
- High school graduate or GED and 1 year of experience working in Airport Operations, or 1 year of experience performing maintenance related tasks, including facilities maintenance.
- Airport Certified Employee (ACE) Airport Operations or Airport Security may be substituted for 1 year of Airport Operations experience.
- ACE Airfield Lighting Maintenance may be substituted for one year of maintenance experience.
- Possession of a valid California Driver's License
- CPR and AED Certificate or ability to acquire within 6 months of hire date.
- High school graduate or GED and 4 years of experience working in Airport Operations or 4 years of experience performing maintenance related tasks, including facilities maintenance.
- Airport Certified Employee (ACE) Airport Operations or Airport Security may be substituted for 1 year of Airport Operations experience.
- ACE Airfield Lighting Maintenance may be substituted for one year of maintenance experience.
- A two-year Associates of Arts (AA) Degree in Aviation or related area may be substituted for one of the required 4 years of Airport Operations experience.
- A four-year (BA/BS) Degree in Aviation or related field may be substituted for two years of Airport Operations experience.
- Possession of a valid California Driver's License
- CPR and AED Certificate or ability to acquire within 6 months of hire date.
