Position Description Seattle's Human Services Department (HSD) connects people with resources and solutions during times of need so we can all live, learn, work, and take part in strong, healthy communities. HSD believes that all communities must not simply survive; communities must thrive. HSD is seeking an experienced leader to manage the Aging & Disability Services (ADS) Division Contracts Team.

ADS is the designated Area Agency on Aging (AAA) for King County, responsible for planning, coordinating, and advocating for a comprehensive service delivery system for older people, adults with disabilities, and family caregivers in Seattle and King County. The ADS Contracts Manager leads a 20-person team that is responsible for the development, monitoring, and execution of $75M in federal, state, and local funds to over 80 community agencies. This position works in collaboration with the division leadership team to shape and implement AAA contract policy, strategic investment planning, and related organizational development and improvement.

The Contracts Manager provides vision and direction for the division's investment portfolio and is a servant leader who actively listens and collaborates to improve service delivery and develop and achieve identified outcomes that center the needs of community. A successful candidate Is committed to ensuring aging network programs effectively respond to the needs of those communities most impacted by health and economic disparities. Has a work history that demonstrates a commitment to race and social justice principles and working collectively to heal racial harm.

Demonstrates the ability to advance system improvements while managing a large team responsible for implementing complex state and federal regulations. Has experience with growing and developing staff through training and professional development opportunities. Has both a strong technical understanding of human services or related contract and grant funding policies and the adaptive leadership skills to implement those policies in a way that is responsive to community needs.

Is a skilled and effective leader, collaborator, and communicator. Job Responsibilities Provide leadership, direction, and oversight for the contracts team in developing, executing and monitoring 130+ grant-funded contracts comprising the local aging network for aging and disability services in King County. Ensure contract management and aging network service delivery complies with federal, state and local requirements while centering needs and preferences of community.

Ensure the Contracts Team and aging network community partners have access to information, technical assistance, and resources needed to provide high-quality and effective services. Manage AAA contracted programs: develop annual contract plan; provide oversight for data collection, analysis, and related dashboards; identify opportunities to expand, improve, or modify programming to increase impact; and inform and advise leadership on emerging issues or areas of concern. Coordinate with division Budget Advisor to manage contracted investments; adjust allocation and contract service plans as needed to leverage resources for greatest impact.

Cultivate and maintain collaborative relationships with government funders and policy makers, community partners, volunteer advisory boards, and community members to inform and improve aging network policies and programs, and to implement special projects. Identify and make recommendations to leadership on emerging policies and initiatives that may impact aging network programs or contracts; develop processes and provide oversight for implementation of new policies, requirements, and special projects. Represent the interests of the division and community partners on statewide working groups and other forums to develop and inform aging network policies and programs.

Embed Race and Social Justice (RSJ) outcomes and performance measures in contracts and team and individual performance plans; ensure respective partners and team members are accountable for RSJ commitment; and promote a culture of transparency and learning. May provide direct supervision to five or more contracts team staff and indirect supervision for 15. Prepare and contribute to briefing memos, reports, and presentations for division and department leadership, elected officials, policy makers, community partners, and advisory boards.

Qualifications Minimum Qualifications: Education: Bachelor's degree in policy, public affairs, public administration, business management, human services field, or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class). Experience: Requires a minimum of five (5) years professional experience progressively responsible experience in the fields above, including at least two (2) years of supervision and people management. Desired Qualifications: Demonstrated experience using adaptive leadership to manage teams and implement policies that are responsive to community needs.

Demonstrated commitment to advancing race and social justice and working collectively to heal racial harm. Strong technical understanding of government grants and contracting, and experience ensuring compliance with complex State/Federal laws, regulations, policies, and procedures in the provision of services to vulnerable populations. Experience managing change and advancing system improvements with large teams and a diverse range of community partners while operating in a regulated environment.

Proven people leader, collaborator, and relationship-builder. Passion for serving older adults, family caregivers and people with disabilities, or other vulnerable communities, and experience working with systems to impact social determinants of health. Strong written, oral, and interpersonal communication skills with the ability to effectively communicate with peers, team members, community partners, and policy makers, in person and virtually.

The approved salary range for this position is $54.98 - $70.79 per hour.
