Job Description
The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). HHS, Accounts Receivable team, is seeking an Accounts Receivable Pre-Auditor (Accounting Tech 3) who is responsible for the accurate and timely deposit of funds from internal and external vendors.
Summary:
This is a full-time opportunity, working Monday - Friday with typical hours being from 8:00 AM- 4:30 PM at the Lucas Building on the beautiful Capitol Complex, with free onsite parking. After successful completion of the training period, this position will be eligible for telework up to 4 days per week.
Core Essential Functions:
  • The Department has various Accounts Receivable systems in addition to the state accounting system. The Accounting Tech 3. will reconcile initial listing of receipts to resulting deposits to ensure that all receipts have been accounted for. Reconciliations are also completed comparing the various Departments' systems to the state accounting records. The Accounting Tech 3 will maintain required documentation and history for potential use by other workers, and to provide an audit trail.

  • The Accounting Tech 3 will communicate with Social Security, the banks, contractors, clients, and DHS workers on issues related to management of government income for clients in the process of setting up and monitoring customer accounts.

  • The Accounting Tech 3 will verify cash receipt and correction documents are in accordance with federal, state, and department policies. Receipts in compliance are approved for deposit in the state accounting system (I/3). The Accounting Tech 3 provides 2nd level approval in the state accounting system. This work requires a detailed knowledge of the existing accounting system; a thorough understanding of the agency and state accounting policies, procedures, and requirements; and the ability to apply established accounting techniques.

  • The Accounting Tech 3 will provide routine reports for management, including a report of personal allowances for customers, Accounts Receivable balances, and outstanding payments.

  • Excellent communication skills and timely responses to questions to our customers
  • Accuracy in data entry and strong typing skills

Minimum Qualification Requirements
Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;
OR
the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;
OR
an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;
OR
substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;
OR
any equivalent combination of qualifying education or experience;
OR
one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;
OR
one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
