Job Summary:

This position will be responsible for leading and managing the day to day operations of the Final Voucher Team. Which includes ensuring staff is properly trained and educated to comply with applicable federal and state regulations while ensuring robust, accurate and timely completion of output. This position will resolve questions and problems presented by internal and external customers, recognize public and constituent issues , and identify actions to address such issues, including the involvement of other appropriate Arizona Department of Transportation groups and functions. This position will motivate the team to focus on process improvement and manage Standard Work documentation and updates through Performance Measures and the Arizona Management System.

The Final Voucher responsibilities include reconciling, closing and archiving ADOT projects to ensure timely release of funds. This is to include ensuring compliance with federal and state regulations and statues relative to project funding, analyzing and validating costs associated with project funding and interacting with federal agencies, local governments and multiple ADOT departments. In addition this team is responsible for various compliance audits.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

- Manage the day to day financial operations of the Final Voucher unit. Ensure the team members are educated and trained to comply with applicable federal and state regulations while ensuring accurate and timely completion. Perform a second level review of output completed. Report progress and status to management and keep management informed about any significant issues.
- Personnel management duties including but not limited to: Monthly One on One Meetings, Monthly Performance Measures, evaluate teamwork progress and performance against standards and motivate team, communicate results and potential issues to appropriate personnel, train and develop employees.
- Conduct analysis and interpretation of complex accounting records. Run, analyze and reconcile report information. Use reports and other system drill-down functionality to identify and correct errors. Ensure proper coding of all highway construction projects to comply with federal regulations and GAAP.
- Perform and or oversee audits on more complex or time sensitive Final Voucher projects as well as compliance audits including but not limited to Improper Payment Elimination and Recovery Act, Financial Integrity Review and Evaluation, Federal Funding Accountability and Transparency Act.
- Serve as a technical advisor by providing guidance to other functional areas. Resolve problems and questions presented by internal and external customers. Facilitate smooth interactions and identify actions to address issues while involving appropriate ADOT groups and functions.
- Recommend improvements to work system. Streamline processes or procedures. Update standard work, policies and procedures. Motivate team to embrace the Arizona Management System.
- Analyze and validate costs associated with project funding from a variety of state federal and third party funding sources. Accumulate, analyze and reconcile the Department's financial records to assure accurate and timely submission of documentation for reimbursement from the Federal Highway Administration and other third parties. Ensure compliance with federal and state regulations/statues relative to project and construction funding and be well versed in policies, procedures, and interact with Federal agencies, local governments and multiple internal ADOT Departments.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
Governmental accounting, accounting and auditing principles with an automated accounting system, Microsoft Excel and Word application, analyzing and interpreting accounting data and identify and correct errors and/or inconsistencies.
Skill:
Written and oral communication, analytical and interpretive, management and supervision, interpersonal.
Ability:
Collect, compile, analyze and interpret financial data, learn and apply state and federal laws, operate a computer, make recommendations in regards to improvement.
Ability to coach and develop employees, including continuous improvement practices and principles.

Selective Preference(s):

A Bachelor's degree with a major in Accounting from an accredited college or university; OR a Bachelor's degree in a related field with a minimum of 24 semester hours in accounting courses; OR previous related work experience.
Have considerable understanding of governmental accounting principles.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
