About the Position:
As the Accounting Services Supervisor you will be responsible for providing staff assistance to the Finance Director and for the overall supervision of Accounts Payable. Within established policies and regulations, you will have considerable latitude to implement procedures and to resolve operational issues. The position must exercise considerable tact, discretion, and must use initiative and independent judgment in anticipating and solving problems. The Ideal Candidate:
The ideal candidate will have experience performing Accounts Payable functions for a local government or large corporation, excellent organizational skills and attention to detail, analytical skills, written and oral communication skills, and effective and creative problem-solving abilities. In addition, the ideal candidate will have knowledge of state and federal regulations that apply to state and federally funded contracts. Supervisory experience is highly desirable.

  • plan, schedule and assign work;
  • address personnel-related issues, such as hiring, training, evaluation, discipline and career development of subordinates;
  • review and check accuracy of subordinates' work and serve as a resource to assist them in solving problems;
  • respond to complaints and requests for information from City employees and outside agency representatives;
  • investigate and resolve a variety of payment issues requiring careful discussion and research through records, entries and documents;
  • interpret, apply and explain relevant policies, regulations and contracts examine, reconcile, balance and adjust accounting records;
  • analyze staffing requirements and make recommendations;
  • plan workflow and procedures;
  • determine priorities;
  • identify problem areas and recommend corrective methods or policies analyze reports;
  • compile and analyze data;
  • verify accuracy and coordinate activities involved in annual preparation of various financial documents and reports;
  • assist in the preparation of the section budget;
  • and coordinate efforts and information with other sections of the Finance department and other City departments.
  • supervise and coordinate Accounts Payable activities performed by technical and clerical staff within the Finance Department, including the preparation and processing of weekly Accounts Payable check run;
  • ensure that each contract complies with City policies and that it is accompanied by appropriate insurance and bond forms;
  • review requests for payments for contracts, purchase orders, field requisitions and miscellaneous payments and miscellaneous payments to verify accuracy in amount, compliance with contract requirements signature authority and adherence to City policies;
  • review and set up files for each contract let by a City department;
  • authorize encumbrance of appropriated funds for contracts and purchase orders;
  • oversee Accounts Payable and contract year-end closing procedures;
  • monitor insurance renewals for existing contracts;
  • perform special assignments and related duties as assigned.
Knowledge of: Thorough knowledge of clerical accounting methods, forms and techniques; basic principles of public administration, governmental accounting and budgeting; principles of supervision, training and evaluation; principles of computerized information systems and methods of using spreadsheet and other accounting software; and business math including fractions, decimals, percentages and ratios; policies and procedures related to processing Accounts Payable, purchasing and contract administration in a large organization; Federal and State laws and reporting requirements affecting the administration of public contracts.
Ability to: Understand and assist in the preparation of financial statements and reports; understand financial transactions and relationships among accounting documents; prioritize and organize work; design and install new and improved fiscal record-keeping systems and control procedures; analyze operational problems and recommend and implement effective corrective measures; establish and maintain effective working relationships with all levels of City employees and with outside agencies; plan, assign, supervise and evaluate the work of subordinates; communicate effectively orally and in writing; gather data and prepare clear and comprehensive reports; work under pressure to meet deadlines; maintain confidentiality of personnel and payroll information; and, understand, interpret, and clearly explain complex documents such as regulations and Memoranda of Understanding.
Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Sufficient financial record-keeping experience of an increasingly responsible nature within a large, complex organization to obtain the knowledge and abilities listed above. Experience with supervision and directly-related experience within a public sector agency are highly desirable. Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, business, public administration or a closely related field. Sufficient responsible experience in supervising fiscal clerical operations in an organization similar to the City of Santa Rosa may substitute for the education requirement.
