This is training level accounting work learning to apply the principles and practices of accounting to the:
• recording, adjusting, categorizing, summarizing, and analyzing of financial data in a municipal agency, (Accountant assignments) or
• examination of accounting and other records for the purpose of determining tax liabilities, (Revenue Examiner assignments) or
• financial and operational reviews, and investigative audits of private and quasi-public agencies contracted to perform services for the City (Contracts Auditor assignments).
This class serves as the entry level class for positions in the Accountant, Revenue Examiner and Contracts Auditor series of classes. Employees in this class receive instruction in and follow city-wide and departmental accounting, and revenue procedures, and/or audit requirements, and related directives, guidelines, state and local regulations and ordinances while receiving increasingly more difficult assignments leading to the full performance level. Work is performed under the supervision of a higher level technical or administrative superior.

The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.
ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements within nine (9) months of the application deadline (10/4/2024) will be admitted to this examination for the fourth holding. Successful candidates will be placed on the eligible list but may not be hired or promoted until all requirements have been satisfied.
1. EDUCATION:
Completion of a bachelor's degree program at an accredited college or university with a major in accounting.
Note: Certification as a Certified Public Accountant (CPA) by the Commonwealth of Pennsylvania may substitute for the required coursework in accounting.
PREFERRED EDUCATION FOR FINANCE DEPARTMENT ACCOUNTANT TRAINEE POSITIONS:
Completion of a bachelor's degree program at an accredited college or university with a major in accounting.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions. In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with the required degree or certification to fill specific positions in this class. Certification to fill such position will be made from the two highest ranking eligible candidates on the eligible list who possess the specified degree or certification.

Such person shall also be required to certify as a condition of employment that he or she is fully current on any and all debts, taxes, fees, judgments, claims, and other accounts and obligations due and owing to the Philadelphia Gas Works (PGW) or has voluntarily entered into a payment agreement with PGW.
Failure to enter into a payment agreement shall result in the cancellation of the appointment and removal from the certification. The name of the eligible candidate will be returned to the eligible list.Only an on-line application will be accepted for this exam. Paper applications will not be accepted.

Hiring Bonus - Employees are eligible for a lump sum hiring bonus of $2,500. The bonus will be paid in two parts: $1,000 after the employee has completed three months of satisfactory full-time probationary employment and $1,500 after the employee has completed twelve months of satisfactory full-time employment. The employees must meet all requirements contained in civil service regulation 6.32 to receive the bonus.
ELIGIBLE LIST
OPEN-COMPETITIVE - Only an open competitive eligible list will be established as a result of this examination. Permanent City employees will receive no promotional preference in this examination.
CONTINUOUS ELIGIBLE LIST - The examination for this class is announced on a continuous basis. Applications will be accepted indefinitely. The eligible list established as a result will be merged as candidates are tested. Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years.
