The NC Department of Military & Veterans Affairs/Military Affairs Division is tasked with 23 specific functions that involve working with federal, state, local, regional, and industry partners to support activities at North Carolina military installations and improve economic outcomes and the quality of life for our military and veteran communities.

The primary purposes of the Financial Services, are to develop, manage, and monitor the budget, and accounting for the Department of Military Veterans Affairs in accordance with the State Budget Act, General Statutes, and federal regulations and in accordance with OSC and OSBM State Regulatory agencies; to keep the Department on target with its mission statements goals and objectives; to prepare informational reports and analysis of Departmental performance as it relates to division budgets and program plans and accounting; to monitor administrative processes and functional flows of data; to determine the fiscal and economic impact of changes to administrative rules; and to develop the Department's operational plan.

The Accountant I position is responsible for administering the agency's cash management, AP, AR, and multiple accounting functions including analytical review, reporting, and monitoring of monthly close-out. The position is also responsible for ensuring the accuracy of general ledger posting and maintenance, including federal grants, payroll, deposits, and transfers.

• Demonstrated experience applying state rules and regulations on fiscal and accounting practices and procedures.
• Experience analyzing and correcting financial problems and accounting errors.
• Experience in analytical accounting or financial reports.
• Experience developing complex accounting worksheets and reports.

Management Prefers

• Previous IBIS, NCFS, and NCFS Cash Management and NCAS Experience preferred

Bachelor's degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting; or an equivalent combination of education and experience.The NC Department of Military and Veterans Affairs (DMVA) uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act (SHRA) with highly qualified individuals.
