Description
Performs varied and increasingly responsible accounting clerical work involved in the preparation of payrolls, accounts payable and receivable; assists in maintaining reviewing and preparing a variety of accounting and financial records and reports.
CURRENT VACANCY: Two (2) full-time positions (8 hrs/day, 12 mos/yr & 8 hrs/day, 11 mos/yr), with full benefits, in the Financial Services Department and Clark Magnet High School. The resulting list from this recruitment will be used to fill future permanent and substitute (temporary) positions as needed.

Examples of Duties

Audits, posts, and maintains supportive payroll records involving changes, new employment, terminations, leaves of absence, time cards, W-2 and W-4 forms.
Audits, posts, and processes requests for payment in compliance with District accounting procedures.
Makes arithmetic computations and checks various statistical and accounting tables and reports.
Applies District personnel policies, collective bargaining agreements, and accounting policies and procedures to routine payroll questions.
Applies District accounting policies and procedures to routine accounts payable and receivable questions.
Codes, verifies extensions, and checks for completeness, accuracy, and correctness.
Inputs a variety of accounting information through the use of a computer terminal.
Maintains records of expenditures, receivables, and other items.
Performs related duties as assigned.
Employment Standards
Minimum Requirements:
Experience: One year of recent experience in keeping or working with financial or statistical records.
10-key Certificate: 140 net keystrokes per minute with minimum 90% accuracy (see information below).
Desirable: Written and oral proficiency in a second language.

Acceptable examples would be from a government agency, an employment/temp agency, a business college, an adult school, or a public school system. Certification may be in the form of a certificate, letter, or a form and must clearly state the following:
1. Name of issuing agency and official emblem.
2. Address and telephone number of agency.
3. Name of applicant.
4. Date of test. The test must be dated within two years of the application filing date. Certificates older than two years are not accepted.
5. Gross data-entry speed; net speed; and number of errors or percentage of accuracy.
6. Duration of test in minutes.
7. Name and signature of person certifying the results.

A review of applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of top-qualifying applicants whose qualifications best meet the current needs of the District will be invited to participate in the next step of the examination process. The examination will include a multiple-choice written test and a qualifications appraisal interview. Qualified candidates will be provided with more details prior to the start of the examination process.
Salary: Listed salary amounts indicate the first and last steps of the range for the position.
Probationary Period: 130 days of paid service.
After an offer of employment, a candidate must submit evidence of freedom from tuberculosis, fingerprint clearance with the Department of Justice, and a pre-employment physical exam (district-paid).

Benefits for permanent employees who work 4 or more hours per day include medical, dental, vision and life insurance. Maximum health and welfare employer contribution is $34,113.00 annually.
Salary: The beginning salary is shown on each examination announcement. New employees start at the first step. Employees with satisfactory service receive salary increases upon completion of their probationary period and at one-year intervals thereafter, up to the maximum rate.
Holidays: Regular classified employees are entitled to pay for authorized holidays, provided they were in a paid status during any portion of the working day immediately preceding or succeeding the holiday.
Sick Leave: One day of sick leave earned per month, accumulation is unlimited.
Retirement: All new employees who work half time or more must become members of the California Public Employees Retirement System and the Federal Social Security program. Contributions are withheld from salary. Employees may become eligible for retirement at age 50 with a minimum of five years service.

Examination Process: A review of the applicants' experience and qualifications will be conducted. Based on that evaluation, a limited number of applicants whose qualifications best meet the current needs of the district will be invited to participate in the next step of the examination process. The examination process will consist of one or more related test parts covering any subject matter appropriate to the duties of the position. Qualified applicants will be advised of the test components and weights prior to the administration of the first test part.
Eligibility List: Candidates successfully completing all phases of the application and examination procedure will be ranked on the appropriate eligibility list according to their total examination scores. This list is normally in effect for one year.
Classification: When a vacant position is to be filled, the top three reachable ranks from the eligibility list are contacted for employment interviews. The supervisor of the vacant position will interview those candidates and may make a selection from any one of them. Depending on the vacancy, current employees in the same classification who have a transfer request on file, may also be interviewed. New employees must serve a six-month or one-year probationary period, depending on the classification involved.
Fingerprint Requirement: California state law requires that all classified employees be fingerprinted. Candidates are responsible for paying the fees.
Certificate of Tuberculosis Examination: New employees must furnish proof that within the last 60 days they have had a Mantoux tuberculin skin test.
Accommodation: In compliance with the Americans with Disabilities Act, applicants with disabilities may request that reasonable accommodation be given related to the actual examination process. Requests must be made at the time of application.
Physical Examination: As a condition of employment, all prospective new hires must receive District approval relating to their fitness to work based on a physical examination and laboratory tests, which include a urinalysis. The urinalysis includes a drug screening. These tests must be given by a District-approved physician.
Mandatory Child Abuse Reporting Training (AB1432): As a state requirement, all prospective employees of the district are required to complete the Mandated Reported Educators Training course, prior to their start date of employment. The training must also be completed annually thereafter.
Veterans Preference: Five additional points of credit are added in entry-level examinations to the final passing score of qualified veterans showing 30 days or more service during time of war (10 points for disabled veterans) upon presentation of proof of veterans' status (Form DD-214). This evidence must be presented during the examination procedure. No credit will be given after this period.
