Healthcare Equity Data Analyst
The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
PROGRAM OVERVIEW
The Bureau of Equitable Health Systems (BEHS) is within the Division of the Center for Health Equity and Community Wellness (CHECW) at the NYC Department of Health and Mental Hygiene, located at 42-09 28th Street, Long Island City, NY.
CHECW is devoted to strengthening the Department's ability to strategically partner with the NYC health care system. BEHS engages primary care providers and other healthcare organizations to implement evidence-based strategies; leverages data to support planning and technical assistance for providers and payers; advances policy to close the racial equity gap for priority health outcomes; and surfaces opportunities where health care can influence and connect consumers to social support and address the whole person, beyond physical ailments. The Healthcare System Innovation and Support team (HSIS) within BEHS operates NYC REACH, helping NYC providers to implement new health care delivery models and quality initiatives, participate in payment reform programs, and connect to community and health resources to support their patients. POSITION OVERVIEW
The Healthcare Equity Data Analyst will support the evaluation, public health surveillance, and data modernization efforts of the Bureau of Equitable Health Systems combat health inequity in New York City by improving the quality of clinical care. The Healthcare Equity Data Analyst will be responsible for conducting descriptive and exploratory analyses on data from various population health data sources, including electronic health record and Medicaid claims data. The Healthcare Equity Data Analyst will support quality assurance procedures on existing data streams and will steward new population health data streams through data modernization and expansion efforts. The Healthcare Equity Data Analyst should expect a dynamic data environment and will be able to effectively coordinate and troubleshoot a variety of data stream related projects - including liaising with internal programmatic stakeholders to provide reports and insights and with IT staff to communicate data steam technical needs. RESPONSIBILITIES
  • Clean, collect, manage, and analyze data from a variety of programmatic and clinical data sources like electronic health records (e.g. eClinicalWorks "Hub", MDLand Clinical Data Repository, RHIO) and Medicaid procedure and prescription claims data, for program evaluation and reporting needs.
  • Build SQL queries that reflect clinical quality measures and population health metrics to extract data from electronic health record data sources for analysis and reporting.
  • Liaise with departmental IT, external software contractors, and bioinformatics staff to maintain tools (i.e. query building applications, reporting dashboards, data querying applications) used for data extraction, quality assurance and analysis.
  • Liaise with internal and external stakeholders to meet the evaluation and analysis needs of the Bureau of Equitable Health systems and the Office of the Chief Medical Officer.
  • Participate in agencywide data modernization and utilization expansion efforts.
  • Coordinate quality assurance processes on data sources and extraction methods, while recommending improvements in procedure and automation.
  • Create dashboards, presentations, and other visualizations to report on analysis results and data stream status.

QUALIFICATIONS
  • Master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental sciences or in public health.
  • Analytic and statistical skills with experience manipulating and analyzing data using statistical software (SAS preferred, but experience with R, SQL, SPSS, Python, and other statistical or data management software is acceptable).
  • Familiarity with clinical data sources (e.g. electronic health records, insurance/Medicaid claims) and relational databases is a plus
  • Strong verbal and written communication skills.
  • Ability to work collaboratively in a cross-disciplinary team environment.
  • Knowledge of epidemiological data analysis, research, and program evaluation methodologies.
  • Willingness to adapt to new data structures and tackle novel problems creatively.
  • Willing to take on new responsibilities within scope and expand as data needs change.
  • Working knowledge of or interest in a range of public health and health equity topics.
  • Competency in Microsoft Office (e.g. Word, Excel, and PowerPoint).

RESIDENCY REQUIREMENT
You must live in New York City Tri-state area (NY, NJ, CT) in order to be considered for a position at FPHNYC.
