Title:Assistant Controller

Unit: Finance

Reports to: Chief Financial Officer

Status: Full Time; Regular; Exempt

Salary: $115,000 - $125,000

Location: Long Island City

Days/Hours: Monday through Friday, 9:00am to 5:00pm


POSITION SUMMARY

The Assistant Controller reports to the Chief Financial Officer (CFO) and in collaboration with members of the Finance and senior management teams to provide a system of internal accounting controls that promote the accurate and timely processing, recording, and reporting of financial information. The position also oversees agency grants and contracts, job allocations and accounts payable allocations. The Assistant Controller is a key member the senior management team. He/she provides leadership and strategic direction for the Finance department and may be called upon to serve as a surrogate in the CFO’s absence.


SPECIFIC RESPONSIBILITIES

  • Develop and maintain a system of cost allocations to ensure payroll and accounts payable data is properly assigned to each cost center. Assist with establishing sound fiscal policies and procedures in accordance with generally accepted accounting principles and requirements of regulatory oversight and funding agencies.
  • Work with CFO to maximize financial outcomes through accurate and timely analysis of budgets, operating costs, and financial trends.
  • Oversee the grants and contracts management systems, including cost allocation plans; integrating the organization’s annual budget and restricted funding into FundEZ; and monitoring the approval of contracts, budget modifications, contract reporting, revenue vouchering and collection, and audit processes.
  • Coordinate the accurate and timely preparation and distribution of monthly variance reports for all operating units.
  • Collaborate with CFO, Deputy CFO and Budget Director on development and monitoring of agency-wide annual plan and budget
  • Meet regularly with Program management to ensure adherence to and full maximization of departmental budgets.
  • Prepare checklist of programs monthly vouchering and other activity related to contract/grants management.
  • Provide direction and supervision of Government Grant Accountants, ensuring the effective functioning of all grant accounting activities within the department. Review vouchers before submission and assist with budget development as part of the request for proposal and contract budget modification process. Work in concert with CFO to provide guidance and overall leadership to the Finance team.
  • Assist with the coordination of the annual audit, ensuring that required schedules are prepared in a timely manner.
  • Participate in budget variance meetings.
  • Perform other duties as assigned.


ORGANIZATIONAL STRUCTURE

SUPERVISES: Manager, Budgets and Government Contracts, and Government Grants Accountants

QUALIFICATIONS

  • Bachelor's degree in accounting, Finance or relevant field or equivalent combination of education and experience; CPA a plus. • 7 -10 years of progressively responsible financial management experience, which must include nonprofit fund accounting. Must have extensive experience with both performance and cost-based government contracts.
  • Must have a solid understanding of accounting processes coupled with strong knowledge of GAAP, GAAS, and internal controls. Must be proficient in Excel, MS Office, and accounting software; knowledge of Fund-EZ a plus.
  • Excellent leadership and supervisory skills. Must be able to work effectively on cross-functional teams. Ability to do “big picture” thinking and solve problems in a way that is creative and collaborative.
  • Excellent oral and written communications skills – ability to deliver timely, relevant, mission– critical information clearly and concisely.
  • Experience negotiating and working with a variety federal, state, and local government contracts/grants.
  • Exceptional organizational skills/attention to detail and outstanding project management skills; ability to handle and prioritize multiple time-sensitive projects.
