Job description

POSITION OVERVIEW:

The Youth Employment Program Manager will lead on all funded youth-workforce initiatives at La Familia, with an emphasis on those funded by/in collaboration with the Workforce Innovation and Opportunities Act (WIOA), Alameda County Social Services Administration, Alameda County Probation, and Alameda County District Attorney’s Office, as well as contracts that enhance and supplement these programs. This individual will act as a content expert in the field of Youth Workforce development and will provide all non-budgetary contract and program management support necessary to fulfill the contract goals and deliverables. The Youth Employment Program Manager will provide technical and administrative supervision to all staff and contractors supporting youth employment programs and will liaise with funders and other stakeholders, including employers. The Youth Employment Program Manager will provide services directly to program participants to complement direct-service staff in the capacities explicitly-stated below and as required due to staff capacity gaps. This role will uphold and champion the agency’s mission, vision, and values and contribute to a collaborative and inclusive work culture.

Essential Job Functions and Responsibilities:

Youth Workforce Development

  • Participates in all parts of approved work plan elements, including:
  • Identify, adapt, and deliver curriculum related to pre-employment skills (including resume, interviewing), work ethic development, career pathway planning, and other necessary skills related to employment; Update training workshops/materials as necessary based on participant/supervisory feedback.
  • Lead workshops and events, with an emphasis on;
  • Engaging participants through interactive activities and multimedia
  • Creating an environment that facilitates emotional safety and personal growth.
  • Network with employers and other community partners to build monthly calendar of pro-social events and activities designed to enhance participants’ resume and pre-employability skills; Assist with planning of job fairs, hiring events, and other related events.
  • Support outreach to engage new eligible students to participate in programming.
  • Work individually with participants to build rapport and complete/collect funder-mandated enrollment documents and assessments; create short- and long-term goals with participant related to education and employment to create participant’s Individual Service Strategy Plan.
  • Work with staff to address identified barriers to education and employment; how staff should support clients in one-on-one sessions to resolve/mitigate barriers; support staff with finding resources and limited funding as needed. Engage local employers to support work-based learning opportunities, including internships, for enrolled students.
  • Collect and disseminate information on local economy and employment trends to advise employers and partners.

Program Design, Enhancement, and Evaluation:

  • Lead overall program design, implementation, and strategic planning and program growth in alignment with contracts.
  • Actively network and collaborate with external stakeholders to enhance program and agency objectives.
  • Maintain record systems and produce reports to track attendance, participation, and participant progress.
  • Conduct ongoing evaluations of delivered services.
  • Lead and collaborate on special projects related to the success of the program, including developing an outreach strategy inclusive of social media.
  • Collaborates to develop, maintain, and verify quality standards for the program in collaboration with La Familia’s Quality Assurance Department.

Staff Supervision:

  • Provide supervision to all youth employment program staff and acts as a liaison to all youth employment contract-funded contractors.
  • Ensure staff meet assigned grant activities and pursue grant objectives through maintaining processes to track activities, communicating assigned activities and progress to staff, and providing coaching and accountability around staff performance deficits in a timely manner.
  • Facilitate and/or coordinate quality training (at on-boarding and continuously) for all necessary skills and competencies for program staff to achieve productivity and quality standards.
  • Lead and attend regular staff meetings, supervision meetings, and training.
  • Ensure direct reports follow all agency policies and procedures through providing on-going education and reminders on agency policies and procedures and providing coaching and accountability around violations in a timely manner, with an emphasis on Quality Improvement, Health Information Portability and Accountability Act (HIPAA), and other compliance policies and procedures as set by La Familia and the funder.
  • Coordinate and maintain adequate team staffing, including collaborating with La Familia Human Resources for recruitment, retention, performance appraisals, employee discipline, and termination.
  • Set employee schedules and approve employee timesheets, time-off requests, and expense reimbursements.

Contract Management:

  • Serve as a liaison with all funders on all programmatic and operations issues.
  • Attend all funder-required meetings, events, and trainings.
  • Ensure delivery of program elements in compliance with contract language.
  • Submit all necessary documents and reports to funder by deadlines.
  • Work with supervisor and La Familia Administration to ensure appropriate contract expenditures.

Other

  • Provides individual and group supervision to interns as appropriate.
  • Provides input and feedback on potential related projects/programs as appropriate.
  • Attend trainings and participate in events relevant to key responsibilities
  • Track and regularly report on key metrics for responsible function areas
  • Leads and collaborate on special projects related to agency objectives as appropriate

QUALIFICATIONS & EXPERIENCE:

  • Two (2) years’ experience working in reentry, workforce development, or related field with supervisory responsibilities and continually increased responsibilities in previous positions.
  • Knowledge of and 4+-years’ experience in Youth Workforce development programming, with an emphasis on government-funded programming and employer relations.
  • Experience with planning, developing, contracting, marketing, and providing reentry services.
  • Bilingual proficiency in Spanish and English is preferred but not required
  • 2+-years’ experience directly working with low-income and other vulnerable communities, especially youth are not attending school but do not have a high school diploma or who face other barriers to employment.
  • Ability to establish and maintain effective working relationships with community members and staff of all levels.
  • Non-Profit and Community Based Organization experience highly desirable.
  • Demonstrates and models excellent “customer service” orientation, especially in the ability to interact with people at all levels within and outside the agency.
  • Thinks independently and can make informed decisions when needed.
  • Exercises extreme discretion with the ability to hold, balance and transmit public and confidential information needed by various parties.
  • Proficient using MS Office products, particularly Word, Excel, Outlook and PowerPoint.
  • Acquires or maintains proficiency in using Google Drive products, including Docs, Sheets, and Forms.
  • Valid CA Driver’s license
