General Recruitment Information

Minimum Qualifications
Licensing and Certifications:
Possession of, or ability to obtain, an appropriate valid California Driver's License.
Education and Experience:
Equivalent to a Bachelor's degree in public administration, business administration, psychology, social sciences, behavioral sciences, or a closely related field.
AND
Four (4) years of full-time professional experience working in a public or private agency mental health, health services, or social services program, including two (2) years in a supervisory or management capacity.
Job Description
BEHAVIORAL HEALTH PROGRAM MANAGER
DEFINITION
Under general direction, plans, develops, and organizes programs related to Behavioral Health functions, including but not limited to Behavioral Health, substance use disorder services, Mental Health Services Act (MHSA), compliance programs, and regulatory functions; performs a variety of complex professional, administrative, technical, and analytical work related to the development, administration, and monitoring of regulatory programs and compliance functions within the general policies and goals of the Behavioral Health Department; oversees the provision of direct services by contract providers; works closely with other management staff to meet care integration goals of the agency; provides supervision, training, and work evaluation for assigned staff; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This management-level classification is responsible for planning, developing, implementing, coordinating, evaluating, and managing comprehensive programs and regulatory compliance functions for the Behavioral Health Department. Incumbents are responsible for ensuring that Behavioral Health services provided by the department comply with standards required by various funding sources. The duties performed, recommendations proposed, and decisions made by the incumbent serve a critical role in maintaining funding for the department as well as assuring quality and appropriate client care.
This is a discrete classification. The incumbent in this management position serves at the pleasure of his/her appointing authority, which means the employment relationship is at-will, and that the County of Lake or the employee may terminate the relationship at any time, with or without cause.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises general supervision over supervisory, professional, technical, administrative support staff, and other staff as assigned.
EXAMPLES OF ESSENTIAL DUTIES

  • Plans, organizes, and supervises the work of staff engaged in the delivery of Behavioral Health Programs and compliance programs and services.
  • Assigns, trains, and reviews work; completes employee performance evaluations in accordance with County Personnel Rules.
  • Assists with the development andimplementation of department goals, objectives, and policies.
  • Discusses or interprets department rules and programs for staff and the public; meets with state representatives regarding department reviews; develops and recommends appropriate corrective actions as warranted by reviews.
  • Coordinates results of reviews and audits.
  • Chair and/or participate in a variety of committees related to Behavioral Health Programs and/or compliance programs and functions.
  • Prepares budget information; represents the department with the public,community organizations, and other government jurisdictions.
  • Provides professional and technical consultation on complex program matters.
  • Assists with and participates in the development of in-service staff development programs.
  • Directs the gathering of statistical information and the preparation of a variety of department reports.
  • Works with other supervisory/management staff in coordinating program activities and staff workload.
  • Serves as the department's advocate in a variety of forums.
  • Deals with the most sensitive public complaints and issues.
  • Develops appropriate corrective actions as warranted by reviews.
  • Counsels department staff as warranted by problems and circumstances.
  • Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:
  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.

  • Principles and practices of leadership.

  • Federal, state, and local laws and regulations applicable to the delivery of Behavioral Health Programs, services, and department functions, particularly those pertaining to quality improvement and compliance issues.
  • Program development, implementation, and coordination.
  • Public funding and budget preparation.
  • Goals, policies, procedures, and programs of the Behavioral Health Department.
  • Behavioral Health service problems and issues and their relationship to the development and delivery of programs and services.
  • Methods of clinical services quality assessment, analysis, and improvement.
  • Biological, behavioral, and environmental aspects of emotional disturbances, mental disabilities, developmental disabilities, and substance abuse.
  • Methods, practices and procedures of mental Health Programs, counseling, crisis intervention, psychotherapy, and case management practices.
  • Principles, practices, and procedures related to managed care Behavioral Healthcare programs, compliance, and clinical services.
  • Principles, techniques and trends in counseling, psychotherapy, and various treatment modalities.
  • Principles of management supervision, training, work coordination, planning, and employee evaluation.
  • Methods used in identification of clients' individual, social, and behavioral problems.
  • Customer service principles and techniques.
  • Written and oral communications skills.
  • Proper English spelling, grammar, and punctuation.
  • Computers and software programs (e.g., Microsoft software applications) to conduct research, assess information, and/or prepare documentation.
  • Principles and techniques for working with groups and fostering effective team interaction.

Ability to:
  • Effectively manage and administer program operations and activities.
  • Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
  • Assist in developing and implementing goals, objectives, policies, procedures, work standards, and internal controls for the Behavioral Health Department.
  • Analyze, interpret, explain, and apply a variety of federal, state, and local policies, procedures, rules, and regulations.
  • Develop and maintain program evaluation systems and implement changes to improve program efficiency.
  • Determine courses of action in emergency situations.
  • Coordinate department services with other agencies and service providers.
  • Develop and implement quality clinical services to improve the Behavioral Health Department's compliance with the Medi-Cal Mental Health Managed Care Plan and MHSA.
  • Answer a variety of questions related to Behavioral Health Programs and clinical services and the managed care system for the public and department staff.
  • Effectively represent the Behavioral Health Department in contacts with the public, community organizations, and other government agencies.
  • Communicate clearly and concisely, both orally and in writing.
  • Effectively communicate with people from diverse ethnic and cultural backgrounds.
  • Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines.
  • Utilize a computer, relevant software applications, and/or other equipment as assigned to perform a variety of work tasks.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
This position may require local and statewide travel, as necessary.
