POSITION SUMMARY
The primary objective of the Workforce Development Coordinator is to impart knowledge to individuals being served on effective strategies for conducting a job search, securing employment, and maintaining long-term employment. This
Coordinator's operations are specifically targeted towards serving individuals in Westmoreland County. They will fulfill the role of a career advisor and counselor, providing personalized one-on-one case management services. Moreover, they will offer additional resources beyond employment services to assist eligible individuals facing significant obstacles in obtaining employment.

Furthermore, the Workforce Development Coordinator will contribute to training and educational efforts while offering supportive services to address the specific needs that impact the job readiness of the individuals they serve. Collaborating with the Program Director, they will actively manage and leverage the network of local employers, community organizations, and non-profit entities. The purpose of this mutually beneficial collaboration is to create a direct link between individuals seeking assistance and prospective employers, along with other support services. Additionally, the Workforce Development Coordinator will support the Program Director in arranging job fairs, events sponsored by employers, and various outreach initiatives. These efforts aim to broaden the current network of employers and service organizations affiliated with WIN.

ESSENTIAL FUNCTIONS

  • Client Engagement and Case Management o Work effectively with clients, providing advanced case management to identify employment, training, and vocational needs, as well as potential career options. o Understand the client's profile and select the appropriate client track, developing client-directed individualized employment plans (IEP) that address barriers like basic needs, mental health, substance abuse, social services, and legal aid.
  • Client Advocacy and Communication o Act as a client advocate, actively listening, building rapport, and effectively communicating the individual's needs and interests to employers and other support services. o Communicate with veteran clients on employment readiness and financial literacy topics.
  • Outreach, Networking, and Partnerships o Proactively seek new clients, providing comprehensive case management and performing administrative duties like documenting client progress, conducting audits, and maintaining program databases. o Assist individuals at risk of homelessness, low-income individuals, or other vulnerable groups in finding suitable work by arranging interviews with hiring managers.

o Develop and maintain relationships with external organizations to offer a holistic model of care focused on sustainable employment. o Collaborate with other community organizations serving the target population, conducting outreach and offering support.

  • Program Support and Compliance o Provide program retention and follow-up activities for twelve (12) months post-program completion. o Refer or deliver appropriate supportive services (transportation, housing, counseling, etc.) to internal or third-party partners. o Maintain confidentiality and adhere to HIPAA requirements. o Complete all required documentation consistent with WIN guidelines and program requirements, maintaining productivity standards.
  • Personal Qualities and Adaptability o Demonstrate the ability to handle stressful situations discreetly and empathize with the circumstances of unemployed and at-risk individuals. o Participate in weekly and monthly meetings, administrative activities, and training. o Prospect and establish relationships with employers and service organizations via phone, email, or in-person interactions. o Work independently, meet deadlines, and adapt to policy, programmatic, and company shifts.

PHYSICAL/ENVIRONMENTAL DEMANDS

  • Well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation;
  • Sedentary physical activity performing non-strenuous daily activities of an administrative nature.
  • Manual dexterity sufficient to reach/handle items and work with the fingers.
  • Close vision (clear vision at 20 inches or less) especially working with computers/monitors; and that required for driving.
  • Moderate noise (examples: business office with computers and printers, light traffic)

POSITION QUALIFICATIONS

  • Preferred Education — BA/BS University degree with a concentration in Human Resources, Social Work or related fields.
  • Preferred Experience — 2-3 Years Related Experience;
  • Required Proficiencies – Microsoft Office Suite, Experience CRM Platforms and Case Management Softwares.
  • Valid Driver’s License and reliable transportation.
  • Must be able to pass a pre-employment drug screen, background checks and clearances.
