POSITION SUMMARY

This is a grant funded position to create a new Tribal Victim and Domestic Violence Project (Victim Project) within the Tribal Court. The Victim and Domestic Violence Coordinator will focus on assisting Tribal Members and their immediate family members with a range of services related to response to Domestic Violence and other incidents of assault or other physical and emotional harm.

The VDV Project Coordinator may assist individuals by helping them fill out forms such as Protection Orders for both tribal and state court. For this reason, the VDV Project Coordinator will be expected to be available as needed, after hours, and on weekends. The VDV Project Coordinator will work to partner with local Domestic Violence programs for referrals to legal assistance for those who need greater representation, conduct outreach to Tribal members, and help to revise and implement the internal Tribal Court response to situations responding to Domestic Violence and related incidents.

The VDV Project Coordinator is expected to have the patience, skill, and experience to work with people in crisis while maintaining a strong and calm presence.


SPECIFIC RESPONSIBILITIES

Run the day-to-day operations for the Victim Project which may include:

  1. Preparing and maintaining a variety of records, correspondence and reports, victim statements, witness statements, case records program information and related reports.
  2. Establishing and accurately maintaining multiple files of all communication and contacts with petitioners, respondents, court updates and fines follow-up.
  3. Assisting Chief Judge and Court Director in drafting and/or revising Court policies and rules on the management of Domestic Violence, dating violence, sexual assault, and stalking cases.
  4. Acting as victim advocate and liaison to coordinate assistance among the Tribal Court, Tribal Departments, county and state government and local non-profits engaged in the prevention of Domestic Violence-related activities.
  5. Assisting victims of crime and their family members in the completion of protection orders, victim applications and other paperwork needed to obtain appropriate legal services in the areas of Domestic Violence, stalking, dating violence, sexual assault, and sex trafficking.
  6. Accompanying victims of crime to appropriate court hearings whether in Tribal or state court.
  7. Receiving, reviewing, and processing a diverse range of documents relating to Tribal Domestic Violence cases documents include but are not limited to police reports, medical reports, court records, and other documentation used to determine the level of legal services needed to support a victim\petitioner, victim's/petitioner's family, or witness.
  8. Maintaining current lists of legal referrals and providing appropriate referrals to relevant Tribal Departments or agencies.
  9. Researching and compiling information of articles addressing victim issues.
  10. Conducting outreach to Tribal members as to Victim Project services.
  11. Transporting individuals to medical facilities, safehouses in emergency situations, if needed.
  12. Research and discuss the development of a Sexual Assault Response Team (SART).
  13. Preparing timely written status, review and recommendation reports to the Tribal Court judge hearing the matter.
  14. Assist the Court Director in meeting grant requirements, reporting and data.

MINIMUM QUALIFICATIONS

  1. An Associate Degree, with documented completion of thirty (30) semester units in criminal justice, sociology, psychology, or another related field.
  2. One year of work experience in counseling, advocacy, child welfare, substance abuse, Domestic Violence, or another related field.
  3. Must possess a valid driver's license, good driving record, and be insurable by the Tribe's insurance carrier.
  4. Flexibility in schedule with availability on nights and weekends.
  5. Possession of, or ability to obtain, an Entry-Level Victim Advocate certificate through the California Victim Services Training Institute (CVSTI) within a one year of employment.
  6. Experience with case management and working with clients of all ages including families with children, teenagers, and Elders.
  7. Experience in restraining order process and procedures.
  8. Exercise a high degree of diplomacy and professionalism, initiative, and independence.
  9. Demonstrate exemplary empathy towards families in crisis.
  10. Ability to analyze data and present ideas and information accurately both orally and in writing.
  11. Ability to create training materials, customize presentations, conduct trainings, and use technology tools.
  12. Willingness to recommend changes that promote innovative solutions to meet the needs of victims.
  13. Ability to maintain confidences and exercise sound judgment and discretion.
  14. Demonstrated knowledge of the Indian community, its organization, and needs.
  15. Demonstrated knowledge of the goals of the Tribal Court and related services.
  16. Work collaboratively with others and foster effective working relationships with clients, courts, judicial staff, community agencies, and the general public.
  17. Must be proficient in operating various computer-based programs (i.e., MS Word, Excel, etc.)
  18. Demonstrated ability to communicate effectively, both verbally and in writing at various levels of interaction ranging from individuals, community-based organizations to government entities.


PREFERRED QUALIFICATIONS

  1. Prior work in Domestic Violence or victim/witness program preferred.
  2. Prior experience working with a court, preferably a tribal court or law firm.


DRUG SCREEN

Shingle Springs Band of Miwok Indians requires the successful completion of a drug screening of all potential Tribal employees prior to being hired. The Tribe recognizes that the State of California has legalized the use of marijuana. The Tribe is located on federally owned trust land and complies with federal laws. Therefore, marijuana use is prohibited, and all drug tests will include a screening for THC.

Shingle Springs Band of Miwok Indians recognizes a zero-tolerance drug and alcohol policy, and employees will be required to sign a Consent to Drug and/or Alcohol Testing. Employees may be selected for alcohol / drug testing upon reasonable suspicion, and upon any/all accidents.

BACKGROUND CHECK

Candidates for this position will be subject to criminal and character background checks and fingerprinting prior to being hired. Verification of previous employment and education will also be conducted after the interview if an offer of employment is being considered.

INDIAN PREFERENCE

Preference in hiring is given to the most qualified applicant. However, when candidates for an open position are determined to be equally qualified, Native American candidates will have preference for hiring purposes. This means that if the qualifications of the best candidates are comparable, the Native American candidate is given preference. The following order of preference shall be adhered to when hiring: (1) Members of Shingle Springs Band of Miwok Indians members; (2) Spouses or domestic partners (certified through Tribal Court or the State of California) of members of Shingle Springs Band of Miwok Indians; 3) Parents of children of the Shingle Springs Band of Miwok Indians; 4) All other documented Native Americans; 5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Indian preference must submit verification of Indian eligibility.
