The mission of The University of Texas MD Anderson Cancer Center is to eliminate cancer in Texas, the nation, and the world through outstanding programs that integrate patient care, research and prevention, and through education for undergraduate and graduate students, trainees, professionals, employees and the public.
Reporting to the Senior Vice President & Chief Financial Officer, the Vice President of Revenue Cycle will lead all functions that contribute to the capture, management, and collection of patient service revenue. The Vice President will provide oversight and direction of all Revenue Cycle services and ensures that all processes are appropriately managed in accordance with MD Anderson standards and federal and state regulatory requirements. In addition, the Vice President will act as a resource and develop optimum professional relationships with operating leaders to instruct, share ideas and implement actions for the effective management of patient revenues and billing. Furthermore, the Vice President will provide ongoing support to professional staff to meet the expectations established for high-quality customer service, payer relations, billing and regulatory compliance and other established guidelines.
The Vice President of Revenue Cycle will provide direction for enterprise-wide Revenue Cycle, including financial clearance, professional and technical coding, clinical documentation integrity, and billing and collection activities with a focus on patient experience. The selected Vice President will bring experience providing organizational leadership for all Revenue Cycle departments, including planning, policy formation, budgeting, program oversight and personnel management functions necessary to ensure the successful accomplishment of the organization's objective and goals. Furthermore, the Vice President will partner with patient access, compliance and information systems leaders to oversee the support, quality assurance and training activities associated with Revenue Cycle processes, information systems and applications.
The Vice President, Revenue Cycle will lead the capture, management, and collection of patient service revenue. The Vice President is responsible for the oversight and direction of all Revenue Cycle services and ensures that all processes are appropriately managed in accordance with MD Anderson standards and federal and state regulatory requirements. Additionally, the Vice President will partner with clinical and operational leaders to identify and implement innovative ways to enhance patient financial services and patient access while ensuring an effective and efficient process that maximizes the opportunity for successful outcomes that ensures the best-in-class standards in Revenue Cycle management.
KEY FUNCTIONS
▪ Establish, document, and implement appropriate financial clearance, coding, billing, collections and cash posting policies, controls and procedures; maintain up-to-date expertise and knowledge of healthcare billing laws, rules, regulations, and developments necessary for the organization to make informed business decisions.
▪ Monitor Revenue Cycle operations for compliance with established policies, regulations, procedures, and standards
▪ Develop recommendations that will increase the efficiency and productivity of Revenue Cycle processes and enhance the patient financial experience.
▪ Oversee activity relating to delinquent accounts, collection agencies, special adjustments, and/or write-offs and identify opportunities to partner with and improve processes related to bad debt and adjustments.
▪ Direct the preparation and maintenance of reports on Revenue Cycle activities; maintain statistics from the units' work activities and provide regular productivity reporting and feedback to management and staff.
▪ Manage the Revenue Cycle personnel, ensuring appropriate staffing levels based on business needs; ensure staff is meeting quality of work and productivity goals; ensure accurate and timely reporting of key performance indicators.
▪ Serve as a member of the senior administrative team, providing input on institution-wide planning, policy formation, and budget development; determine and plan for effective use of resources.
▪ Establish long term and short-term operational plans for Revenue Cycle operations that address financial performance, customer service, information technology, human capital and regulatory requirements; collaborate with other departments to optimize Revenue Cycle operations.
▪ Partner with clinical operations and other key stakeholders to drive shared Revenue Cycle improvement initiatives that continually reduce days in accounts receivable, increase cash collections, reduce bad debt write-offs, and minimize denials and write-offs due to Revenue Cycle process issues.
▪ Establish oversight and review of Revenue Cycle systems to identify process and quality improvements using new functionality and new technology to transform the way Revenue Cycle departments operate; lead efforts to streamline and simplify the financial clearance, billing, contractual allowance, follow-up, cash posting, financial counseling and refund processes.
▪ Plan, develop, and implement new systematic approaches to maximize revenue and cash flow.
▪ Ensure information is available for MD Anderson leaders on all patient service revenue issues, strategies, initiatives, and investigations, including the leaders of the various MD Anderson service lines to assist them in planning, analysis and strategic decision making.
▪ Work closely with Government Relations to develop strategies to optimize reimbursement from State and Federal programs.
▪ Prepare Revenue Cycle and systems for Austin expansion through thoughtful collaboration and partnership with all institutional stakeholders.
REQUIREMENTS
Required Education: Bachelor's Degree with preferred concentration in Business Administration, Accounting, or Healthcare Administration.
Preferred Education: Master's of Business Administration or Certified Public Accountant.
Required Experience:
• Ten (10) years of progressive leadership experience in health care Revenue Cycle processes or operations in a nationally recognized institution with exemplary quality, growth and sustained financial strength.
• Extensive knowledge of professional and technical Revenue Cycle operations and well versed in regulatory requirements.
• Senior level experience and knowledge of clinical operations.
Preferred Experience:
• Experience with the relevant IT systems including Epic, PeopleSoft and CoreBT; public accounting experience; experience in GASB financial reporting environments.
