Job Title:Vice President, Insurance Operations
Job Function: Property & Casualty (P&C) Insurance Senior Operations Leader
Job Type: Direct Placement Preferred (Temp to Perm would be considered for the right candidate)
Location: The Client's HQ and Corporate Ops Center is located in the Providence, RI area. Some combination of onsite vs. remote work arrangement can be considered.

About the Client:
In the early days of the automobile, there were no requirements for motorists to buy insurance, and insurance companies were free to insure only those who met their underwriting criteria. The financial consequences of the increasing number of automobile accidents became apparent as car ownership grew. States began passing laws making the possession of automobile liability insurance a practical necessity for most motorists.
Under financial responsibility laws, those who didn't have coverage faced the loss of their right to drive if they were unable to pay for damages resulting from an accident they caused. The dilemma facing the insurance companies then was how to satisfy the legal, social, and economic needs for automobile insurance in an equitable manner.
The insurance industry's solution was to establish a mechanism in each state to provide coverage for those drivers who were unable to obtain insurance in the voluntary market. These mechanisms formed the residual market. To obtain coverage, each applicant must meet eligibility requirements.
The residual market consists of those consumers who are unable to purchase automobile insurance through the voluntary market due to a variety of factors, such as their driving history or status as first-time drivers.
The RCM client has been in the Property & Casualty insurance business since 1972 as a department within the Mutual Insurance Rating Bureau (MIRB), which served the insurance industry, including the residual market. The client is headquartered in Rhode Island (Providence area) and is a national organization that serves local customer needs through its network of offices throughout the country.
Job Summary:
Our client, a leader in the Property & Casualty Insurance residual market, is looking to add a senior leader to its Field Operations Organization. The candidate would be reporting directly to the SVP/COO level and would be viewed as a key member of the leadership team
Principal Duties & Responsibilities:
  • Provide leadership and direction for overall efforts of all client Insurance Operations (IO) units to organizational initiatives and teams as they relate to strategic goals.
  • Provide strategic goals for Insurance Operations including business technology, policy administration, claims processing, premium collection, and reconciliation of data.
  • Provide leadership, guidance and mentoring to designated client management teams and staff within the insurance operational departments.
  • Responsible for developing governance procedures for products and services to be implemented in the IO units.
  • Oversee policy processing systems, underwriting, and implementation of state and federal regulatory requirements. Monitor legislative changes that affect both underwriting and claims.
  • Answer to the Governing Committee on issues that may result from audits.
  • Ensure compliance with the rules of operation, administrative procedures, and all other manuals and procedures relating to the automobile residual market.
  • Assist staff, board companies, consumers and producers with complex automobile insurance regulatory requirements, coverage issues, claims, underwriting and residual market issues.
Job Specifications:
Experience:
Ten or more years' (10+) professional P&C insurance industry experience in residual market or voluntary market, including experience at a management level. Experience in commercial and private passenger auto insurance and underwriting activities strongly preferred. Experience managing an insurance operation and leading commercial underwriting activities preferred. Experience in developing and implementing strategic plans is also required.
Education:
Bachelor's degree (BA/BS) from a four-year college or university with supplementary insurance education preferred. Familiarity with formalized Project Management methodology preferred.
Skills/Knowledge:
  • Working knowledge of a committee-driven organization and knowledge of rules and procedures of automobile insurance plans.
  • Ability to lead a large, diverse team that delivers results and influences cross-functionality.
  • Ability to use critical thinking and experience to develop strategic plans.
  • Must demonstrate strong leadership capabilities and exercise excellent judgment.
  • Effective problem-solving skills, including ability to analyze complex issues, find the root cause of the problem, and consider a wide range of alternatives before acting.
  • Demonstrate strong verbal and written communication skills, including ability to effectively present information and respond to questions from groups or individuals.
  • Ability to multi-task and demonstrate flexibility while maintaining attention to detail.
  • Ability to articulate financial results, including health of the business, and results.
  • Exceptional people leadership skills to influence management decisions and collaborate at all levels.
