Job Summary
CODICE is a growing technology and business process outsourcing company. We are on the lookout for an experienced and seasoned Chief Operating Officer (COO) to assist in the hand-on management and daily operations in a fast and dynamic environment. We are seeking a candidate who is deeply familiar with technology, project management skills and the ability to expand growth into new sectors.
Our ideal candidate is self-motivated, has extensive experience in the government tech industry, demonstrates strong initiative, manage high performing project teams, having worked your way up through the ranks. We believe this trajectory helps develop a unique mix of business and management expertise, plus proficiency with the technology practices to pursue governments contracts. Must have experience managing and negotiating complex government contracts and services.
In this crucial capacity, you will manage company projects, compliance, reporting and customer engagement in the rollout of software solutions and services that leave a lasting impact. Your strategic role will focus on spearheading proposals that deliver results with government agencies. This professional reports to the Chief Executive Officer (CEO).
Duties and Responsibilities

  • Support the CEO in setting and driving organizational vision, operational strategy, and hiring needs.
  • Design and implement business and technology strategies, plans and procedures and present to CEO. Develop actionable strategic business plans that ensure alignment with short-term and long-term objectives developed in tandem with the CEO.
  • Oversee daily company operations and projects, building a highly inclusive culture ensuring team members thrive and organizational outcomes are met. Align corporate internal functions with process enhancements.
  • Identify the current strengths and weaknesses of the company and build a long-term strategy for growth and success based on emerging digital government requirements.
  • Set comprehensive goals for performance and growth. Identify, pursue and win new business opportunities.
  • Lead proposal development/writing in response to solicitations, identify new opportunities and collaborate with specific CODICE staff and external agencies when developing and submitting proposals. Spearhead contract negotiations.
  • Translate new strategy into actionable goals for performance, and growth helping to implement a reenergized organization-wide focus and goal setting, performance management, and annual operating planning.
  • Expand company product and service offerings to State and federal government clients in new industries.
  • Collaborate closely with senior managers in finance, IT, and human resources.
  • Build new capacity in recruitment of highly skilled technology personnel. Assist with recruiting, on boarding, and retention of key professionals.
  • Provide project performance reports, increase productivity, establish corrective measures as needed, and prepare detailed reports.
  • Ensure companies compliance with local, state and federal requirements and regulations.
  • Provide monthly project reports to the CEO.
  • Maintain all organizational information in the strictest of confidence.
  • Maintain and build trusted relationships with key customers, clients, partners, and stakeholders. Lead client meetings and follow up with clients.
  • Maintain and update corporate information, marketing material and other communication material.
  • Perform other duties as assigned

Knowledge, Skills & Abilities Requirements
  • Master's degree in technology, engineering, or business
  • Strong knowledge of technology and digital services
  • 7+ years' experience in management and/or leadership positions
  • 15-20 years of progressing growth climbing the corporate ladder
  • Leadership skills, with steadfast resolve and personal integrity
  • Understanding of advanced business planning and regulatory issues
  • Be able to diagnose problems quickly and have foresight into potential issues
  • Strong knowledge of IT/Business infrastructure
  • Outstanding organizational, written, and verbal skills
  • Excellent interpersonal and public speaking skills

Preferred Qualifications
  • Project Management Professional (PMP) certification
  • Strong grasp of ITIL, digital & IT strategy (DITS)
