Description
This is a highly skilled level position performing work in the construction, remodel and maintenance of city facilities, parks, structures and equipment on a varying assignment basis.
Work involves responsibility for performing skilled maintenance work independently or with the assistance of others in or on city facilities, parks, structures and equipment. Assignments emphasize performance of semi-skilled and skilled work alone or with assigned crew.
Work is performed under the general supervision of the Superintendent of Zoo. Work may be reviewed while in progress and upon completion for adherence to standards and instructions, and through inspections, work reports prepared, and achievement of desired results.
Examples of Duties
Essential Functions include the following and other duties may be assigned.   • Performs carpentry, plumbing, minor electrical, painting, HVAC, mechanical, and welding repairs on City facilities, parks, structures and equipment; supervise one or more persons on the job.
  • Drives a truck for the purpose of transporting workers, materials and machines.
  • Analyzes assignments or problems; plans for methods, materials and tools needed for construction; repairs, maintains, or provides resolution of the assignment or problem.
  • Prepares specifications, cost estimates, work write-ups, and manpower usage.
  • Establish and maintain maintenance schedule for facilities, structures and machinery and monitor performance on an established schedule to ensure proper performance levels are maintained. Determine and perform corrective action as needed.
  • Perform snow plowing and ice removal for City buildings and facilities in a safe and efficient manner.
  • Performs related work as required.

Typical Qualifications
Education/Experience:
Graduation from standard high school or vocational/technical school with experience in carpentry, minor electrical repairs, HVAC, plumbing, and masonry construction; or an equivalent combination of instruction and training to provide the following knowledge, skills and abilities:
General Skill Levels:
Knowledge of:
  • Considerable knowledge of carpentry, plumbing, electrical, HVAC, building system controls and general maintenance materials, methods, tools, equipment and procedures.
  • Occupational hazards involved and the safety precautions necessary when performing assigned work.
  • Computer software system (s) including but not limited to building HVAC and system controls and operations; including the ability to enter, retrieve and compile data.
  • Specialized tools and equipment used in carpentry, plumbing, electrical, general construction and HVAC maintenance and repairs.
Skill in:
  • Planning, organizing and directing staff or contractors within the responsibilities of this position.
  • Using tact, discretion, initiative and independent judgment within established guidelines.
  • The proper use and care of general and specialized tools and equipment used in carpentry, plumbing, electrical, general construction and HVAC maintenance and repairs.
  • The operation of trucks, plows, snow thrower, scissor lift, JLG and other equipment.
Ability to:
  • Perform work independently or in a group under limited supervision.
  • Plan, organize and direct a work crew within the responsibilities of this position.
  • Ensure that proper on-the-job safety procedures are followed and safety equipment and are procedures are properly and consistently used.
  • Represent the City of Bloomington and Miller Park Zoo in a positive way to help ensure positive guest experiences and interactions.
  • Read and understand technical information and apply guidelines and regulations to operational situations.
  • Read blue prints.
  • Communicate clearly, courteously and professionally with the public and all City employees sometimes in difficult or stressful situations.
  • Weld materials using both gas and electrical units.
  • Understand and follow general oral and written instructions.
  • Work evenings, nights and weekends as required and respond to emergency situations and snow operations.
  • Receive work assignments through verbal, written, text or electronic means.
  • Safely operate tools and equipment used in carpentry, plumbing, minor electrical repair, general construction, HVAC and general maintenance with a minimum of supervision
  • Operate assigned equipment in an independent and safe manner with a minimum of supervision.
  • Maintain work records and logs
  • Perform work in positions classified above and below this position as required.
  • Communicate and collaborate with zookeepers and managers to ensure work sites are safe and schedule work to not unduly disturb animals.
Certificates and Licenses:
Possession and maintenance of a valid Illinois Class B Commercial Driver's License with air break endorsement. Prefer candidates with at least one of the following: (1) State of Illinois Freon license, (2) EPA Section 608 Universal Certification, (3) State of Illinois Plumbing License (4) Journeyman Electrician or (5) Ability to obtain a Certified Playground Safety Inspector License and an Aquatic Facilities Operators License.
  • 1. Possession and maintenance of a valid Illinois Class B Commercial Driver's License with air brake endorsement: and
  • 2. Depending on the focus of the position, the employee must possess one of the following:
* International Code Council (ICC) National Contractor/Trades Examination Program Certification for National Standard Journeyman Mechanical and prefer candidate with an EPA Section 608 Universal Certification; or
* International Code Council (ICC) National Contractor/Trades Examination Program Certification for National Maintenance Electrician; or
* Five (5) years of construction experience.
Physical Requirements/Working Conditions:
Work is performed both indoors and outdoors in all conditions including hot, cold, wet, windy and dry weather.
Work requires:
  • Traveling to in-town work sites and the ability to walk/work in variety of natural and altered ground surfaces which may be uneven, wet or slippery or sloped.
  • Ability to sit/drive vehicles or equipment.
  • Ability to climb stairs.
  • Ability to stand or walk for extended periods of time.
  • Ability to enter, exit and safely operate motorized equipment.
  • Ability to attending occasional training as required.
  • Physical strength and endurance sufficient to perform manual labor for extended periods of time, sometimes in adverse weather conditions
