The Position
The City of Englewood Utilities Department is recruiting for a Network Administrator to manage and maintain the industrial process operations technology (OT) network environment and work closely with the City of Englewood IT staff to maintain the business network (IT) environment at the Allen Water Treatment facility.
The position is collaborative in attitude, has a proven track record of working well with a team, has a strong background in network administration, up-to-date knowledge of industry best practices for IT and OT network environments, and is looking forward to continued learning and problem solving in a fast moving, dynamic industry.
Responsibilities
- Oversees the day-to-day operation of industrial process control networks, the Allen Water Treatment facility business network, SAN and servers including hardware/software support, training and special projects.
- Maintains and assists in planning, designing and implementing upgrades and modifications to the local area network (LAN) and wide area network (WAN) systems and wireless networks.
- Repair, maintain and troubleshoot all equipment including but not limited to network, server, and SAN hardware. Coordinates repair and re-configuration with vendors and other IT staff. Monitors local and wide area network traffic and performance using a variety of hardware and software to tune the network to maximize performance. Maintains all hardware, software, line drops within City buildings and leased lines that comprise the City’s voice and data networks.
- Maintains current firewall hardware and configuration, documents change to meet industry best practices
- Works closely with City of Englewood IT staff to maintain a consistent cyber security standard, with availability, data collection, and uptime as major priorities.
- Maintains and administers the vSphere virtual environment for the Process Control and Enterprise networks. Coordinates the creation of new virtual machines with OT & IT staff.
- Maintains and administers the industrial process network infrastructure.
- Other duties as assigned.
The ideal candidate will have a strong background in cybersecurity, traditional business networks, as well as industrial control systems and will understand the different approaches required when managing industrial networks and business networks, and will be able to leverage the strengths of both to meet the needs of SPR.

Qualifications
Education: preferred Bachelor's Degree in Information Systems, Engineering, Computer Science or related field.
Work Experience: Three to five years (3-5) experience with network administration, system administration, advanced desktop support or a combination of the three. Experience in installation, configuration, troubleshooting and support of local and wide area networks, Cisco Call Manager, Unified Communications, firewalls, auditing, and configuration.
Certifications and/or Licensures: Certifications in one or more of the following at the time of hiring is desired, but will be required within the first year of employment: Network +, Security +, Microsoft, CCNA and/or equivalent Certifications in one or more of the following preferred: Cisco CCNA or MCSA, Hirschmann Industrial Ethernet Specialist (HiES) or Hirschmann Industrial Network Professional (HiNP)

POSITION SUMMARY
The Network Administrator is responsible for supporting day-to-day operations and security of the Information Technology and Operational Technology (IT/OT) industrial process control and business network infrastructure. Establishes strategies for maintaining and auditing Utilities network infrastructure to align with industry best practices, including compliance with the National Institute of Standards Technology (NIST) 800-82 standards. Ensures the protection and maximum up-time of Utilities’ IT/OT convergence in a network and storage environment.
The Network Administrator is under general direction from the Electrical Instrumentation & Controls (EI&C) Manager in the O&M Division of City Utilities. The Network Administrator coordinates with City of Englewood (COE) IT staff to ensure alignment with COE policies and standards.

DUTIES AND RESPONSIBILITIES

- Maintains and administers the industrial process network infrastructure.
- Configures, maintains, and manages software and firmware updates of Utilities firewalls between the process control and business network environments.
- Maintains and administers a variety of network communication devices for the city including switches, routers, firewalls, wireless access points and other communication applications. Maintains and updates the inventory documents of all network devices and assists in maintaining and updating third party maintenance agreements related to network hardware and software.
- Establishes network specifications by conferring with users, analyzing workflow, access, information, and security requirements.
- Monitors operation and performance of Infrastructure systems. Stays current with developments and changes in the LAN/WAN network equipment. Assists in designs and upgrades, changes, new software and hardware for networks infrastructure.
- Assesses, maintains, and continually monitors the environment for security threats. Maintains a working and up-to-date knowledge of threat vectors and security best practices. Is responsible for the direct configuration, maintenance and auditing of the firewall/IPS/IDS systems.
- Provides support and service to internal and external clients. Provides network support, analysis, troubleshooting, implementation, development, and enhancement of networking and security to IT and customers as requested. Prepare user documentation for network applications. Scope, communicate and coordinate network projects with stakeholders. Work with IT and city departments and divisions to find network solutions to improve business efficiencies.
- Maintains inventory and documentation of all Utilities servers, switches, routers, storage hardware as well as a maintaining a current document of all network topology at AWTP.
- Assist in developing long-term strategies and capacity planning for meeting future desktop/server/SAN/Network hardware needs for the city’s operational needs.
- May be assigned to Project Teams for leadership or technical support and participates in project implementations.
- Support and advise on network requirements during construction/remodel of work spaces.
- Design and supervise cable path construction, repair, and upgrades.
Other Duties & Responsibilities
Provides backup support to system administration, application support and Help Desk staff.
This is a professional level position that will require routine and emergency work beyond standard business hours.

PREPARATION AND TRAINING
