Business Need / Purpose of Role:


The Regional Procurement Manager - North America & Canada, reporting into the Head of Americas Procurement will be based in the AMR Regional Office (Houston) preferably and will manage the US and Canada procurement function with responsibilities including implementation of the global sourcing strategy, leading negotiations with regional vendors, and executing an effective vendor management program (including supply chain risk management, purchasing policies and procedures).  This is a key role and is highly commercial, with direct interaction with both internal and external customers, i.e.,  Area General Managers, and various stakeholders regionally and globally. 


Knowledge, Skills, and Abilities:


  • Knowledge and experience of contract and supply chain risk management.
  • Strong understanding of contracts and contract management.
  • Must have a keen eye for detail, provide insights based on market conditions and trends, optimize value from/with suppliers, and improve and influence the decision-making process.
  • Proven ability to positively persuade and influence decision making, at all levels in the organization.
  • Proven ability to manage projects effectively and achieving operational success.
  • Strong ethical values and knowledge of supply chain governance and compliance
  • Comprehension of business and legal terms related to sourcing/contract matters.
  • Ability to plan, organize and carry out multiple related sourcing and contracting activities simultaneously.
  • Ability to work independently with limited supervision, multitask and possess strong initiative, exercise independent judgment within established systems and procedures.
  • Ability and willingness to understand and interact with diverse groups and cultures.
  • Demonstrate self-awareness, embrace feedback, and has appropriate sense of urgency.
  • Stakeholder management with ability to influence and drive change.
  • Must be analytical and able to draw conclusions and make decisions with sometimes limited data.
  • Self-starter with ability to make sound business decisions and find hidden opportunities.
  • Possess organizational and time management skills with ability to prioritize, be detail oriented and results driven.
  • Attention to detail with a high level of accuracy.
  • Excellent customer service and communication skills, including strong verbal and listening skills.
  • Excellent verbal and written communication skills and the ability to build relationships with key stakeholders and customers across multiple countries and cultures. Bilingual English/Spanish desired.
  • Advanced proficiency in MS Office, including Word, Excel, PowerPoint; Outlook and other related applications.


Education, Qualifications, Certifications, and Licenses

Education/Experience:


  • Bachelor’s degree in Supply Chain Management, Business Administration, Project Management or related major in a public or accredited academic institution preferred. 
  • Minimum five (5) years’ procurement and supply chain experience. 
  • Experience of leading global sourcing projects.
  • Experience in large scale, complex, global service organization preferably in the maritime industry.
  • Experience in negotiating port service contracts, such as towage.
  • Experience with Government contracting.
  • Experience of leading global sourcing projects.
  • Experience with vendor auditing.
  • Demonstrable success with managing change programs across dispersed entities, help to drive change through in a global and matrix environment.
  • Exposure to strategic sourcing, procurement, contract administration, and/or project management processes desired.


Certifications:


  • Chartered Institute of Procurement and Supply (CIPS) or equivalent procurement qualification desired.
