I. Job Summary
The Director of EPC, based out of Corporate Supply Chain, will oversee category management, and end-to-end strategic sourcing for highly technical projects across the Company's Disposal Operations, Collections, and Sustainability lines of business. The bulk of these projects are executed by business through an engineering, procurement, and construction (EPC) approach. That approach requires Goods and Services to be rendered throughout the EPC process so that our projects can be completed safely and within the parameters of the expected schedule and cost. Delivered value, contract negotiation, risk identification, and active risk management are key experience requirements for the Director, Supply Chain-EPC.
In addition, this role is based out of Corporate Supply Chain, which is part of the broader WM Finance cohort. As such the development of overall category strategies will entail the following:
  • A thorough understanding of WM requirements and the available direct and substitute solutions in the market, as well as cost structures, total cost of ownership, and the value chains for categories under management.
  • Negotiation strategy development, bid structure and analysis, supply-contract development and execution (subject matter expert level).
  • Program implementation planning and execution, supplier performance and risk management, contract performance management, program utilization and benefit tracking and reporting.
  • Market dynamics assessment and risk management for complex and/or technical Category.
  • Oversight and support of a team of category managers and analytics specialists, along with identification and development of process, people, and tools to effectively address the spend, the earned value, and the risk.

The annual spend for the technical categories ranges from $700M - $1500M.
II. Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
  • Partner with our field supply chain personnel, as well as field engineering personnel to provide technical support and overall landfill (LF) construction procurement support, inclusive of bid analytics and contract management.
  • Oversight for construction and capital-funded project procurement policy and procedures.
  • Able to influence adoption and utilization of supply chain programs without formal authority using data, information, and communication of value to stakeholders
  • Able to engage and communicate effectively with all levels within the Company, including engineering and technical personnel.
  • Leads/coaches/develops people resources and role models effective professional behaviors at all times
  • Communicates effectively with internal and external partner organizations
  • Solves problems and drives issue resolution, both internally with stakeholders and externally with suppliers
  • Sustains collaborative relationships with Company managers and executives impacted by Procurement results
  • Confirms demonstration and record of WM Values and Commitments across all work processes for all areas of responsibility
  • Understands and can clearly converse on the inputs to and the outputs of all the Company's core businesses

In addition to the common duties and responsibilities listed above, this position will be:
  • Responsible for delivering an overall cost management financial targets annually for Areas and categories under their management
  • Responsible for meeting and sustaining procurement process efficiency targets as established each year for Areas and categories under their management
  • Works with direct and indirect team members as well as operations and other functions to deliver supply chain sustainability objectives established annually
  • Ensures alignment between Enterprise and Area goals and requirements when managing spend categories.
  • Develops strategies and processes to appropriately minimize the total cost of ownership to the Company of those products and services under scope of responsibility
  • Demonstrates competency in setting negotiation strategies and planning for execution.
  • Builds credibility with other internal organizations and constructively dissenting, when appropriate, to push organization to pursue maximum value from negotiated agreements
  • Continuous development and coaching of direct and indirect team members in supply chain competencies fundamental to organizational effectiveness for areas of responsibility such as:
    1. Effective category or sub-category strategy development and execution
    2. Clean sheet analysis to understand cost structures and total cost of ownership
    3. Value chain assessments
    4. Bid structure development and analysis
    5. Supply contract development
    6. Negotiation strategy and execution
    7. Project management to ensure effective implementation of enterprise and regional programs
    8. Supplier and market risk assessment and mitigation strategy development and execution
    9. Supplier performance management
    10. Supply-contract management
    11. Measurement, and reporting of program benefits
  • Works to meet the company's annual objectives for spending with diversity suppliers by ensuring all Area and category team members have diversity spend goals
  • Has a working understanding of the company's source-to-pay processes and tools and ensures effective utilization to drive value such as data mining to consolidate spend to contracted suppliers and reduce the overall number of suppliers
  • Additionally, this position is responsible for ensuring a 90 percent utilization rate of enterprise and regional agreements, compliance with all company procurement policies and procedures, as well as regularly monitoring and responding to the voice of the customer in Areas under its direct management.
  • Works with direct and indirect team members, procurement operations, and others to continue to transition away from tactical transactional work to more value-added strategic supply chain activity
  • Ensures regular, consistent communication with Field operations leadership across their Areas of responsibility to understand the voice of the customer and customer satisfaction
III. Supervisory Responsibilities
The highest level of supervisory skills required in this job is the management of managerial employees as well as individual contributors - some of which may have a manager's title. This includes direct supervision of up to Seven (7) full-time employees, and indirect supervision of up to fifteen to twenty (15-20) full-time employees. May also involve supervision of contractors from time to time.
IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.
A. Education and Experience
Education: Bachelor's Degree (accredited) in Engineering, Engineering Science or Technology.
Experience: Ten (10) years of strategic sourcing and category management work experience across multiple spend categories at the corporate level at a Fortune 500 company OR procurement operations working in and supporting an enterprise level procurement system and supporting tools at a Fortune 500 company (in addition to education requirement)
In addition, 7 years of engineering or technical project management experience is required.
B. Certificates, Licenses, Registrations or Other Requirements
Registered Professional Engineer (P.E.) or an Engineering-in-Training (EIT).
CPM or CPSM (not required if > than 10 years of direct strategic sourcing & category management experience, or procurement operations experience)
Lean Six Sigma Green Belt or Higher (Black Belt is ideal).

  • Periodic field visits to Area offices, landfills, material recycling facilities, transfer stations, and collection hauling operations may be required from time-to-time
