Job description

State Fund has a position available for a UA Application Architect. The UA Application Architect will perform the professional software engineering functions (high-level work environment is IT Project Management of a Security Application leveraging LDAP, TAM, Oracle, Websphere Application Server, UNIX and DB2) for State Fund's applications.
The tasks for the UA Application Architect include, but are not limited to, the following:

  • Management of ongoing application integration between the UA (User Administration) system and other applications at SCIF.
  • Develop and assess project plans with detailed tasks as requested by the manager.
  • Managing code quality and performance reviews of software
  • Documentation of software development processes and support procedures
  • Provide support to State Fund's applications which leverage the UA application interfaces
  • Work with the users, applications support and interact with other team members in problem resolution.
Required Skills:
  • Must have the ability to work collaboratively with other support team members and independently on assigned tasks and deliverables with minimum supervision.
  • Must be self-motivated, working closely and actively communicating with staff members to accomplish time critical tasks and deliverables.
  • Must be able to ask questions and share information gained with other support team members, recording and documenting this knowledge.
  • Must be able to elicit and gather user requirements and/or problem description information, and record this information accurately.
  • Must listen carefully and act upon user requirements.
  • Must be able to convey and explain complex problems and solutions in an understandable language to both technical and non-technical persons.
  • Must be able to develop and present technical solutions to management and decision makers.
  • Must be able to follow the lead of others on assigned projects as well as take the lead when deemed appropriate.
  • Must be able to think creatively and critically, analyzing complex problems, weighing multiple solutions, and carefully selecting solutions appropriate to the business needs, project scope, and available resources.
  • Must have 5+ years of experience in integrating separate and distributed components and systems of various infrastructures, protocols, languages, schema and design. Examples: HPUX, Client-Server, VB, Oracle, DB2, Database Schemas, UNIX Scripting, PL/SQL, and cross system architecture.
  • Must have 5+ years of experience in Java /JEE development.
  • Must have a detailed understanding of Websphere Applications Server deployment, tuning and issue resolution.
  • Must be able to communicate exceptionally well and provide influence at all levels both verbally and in writing.
  • Must take responsibility for the integrity of the solution.
Technical Skills:
  • 4+ years of hands-on experience with projects in relevant technologies, Java J2EE, Websphere, DB2, UNIX, Oracle, and PL/SQL programming.
  • Hands-on experience in developing J2EE applications using Java / SQL and PL/SQL
  • Experience in writing scripts to interface with different applications.
  • Experience in the Workers' Compensation Insurance, Policy Services arena is desirable.
  • Knowledge of ASP/COM a plus
  • Excellent communications skills and the ability to interact with business users.
  • Work in a fast-paced team environment with focus on quality.
  • Work on development and application enhancement projects with minimal supervision.
  • Hands-on experience with multi-tiered development tools and methodologies.
  • Significant Project management experience.
New to state candidates will be hired into the minimum salary of the classification or minimum of the alternate salary range when applicable. Placement to alternate salary range may be based on education or experience identified in your state application.

Telework may be available and is subject to change based on State Fund guidelines and business needs.
Selected candidate(s) hired may be required to attend in-person Onboarding at our Vacaville office with expenses for attendance paid by State Fund.
