Job description

The Information Technology Specialist III (ITS III) serves as the Enterprise Application Architect (EAA) and will work under the administrative direction of the Application Technology and Support Branch (ATSB) Chief, as a recognized lead technical specialist on architecting, developing, and supporting some of the most complex statewide systems at CDPH.
The ITS III will function as the EAA at the branch level and serve as the ATSB solutions engineer and technical subject matter expert responsible for some of CDPH's most visible and mission critical application and database systems. The EAA is responsible for establishing and leading the organization's strategic vision and will define and secure the department's application development lifecycle and ensure that all new projects, maintenance, and operations activities are developed and built consistent with the department's and the state's business goals and objectives.
The ITS III will be instrumental in leading CDPH in the development and implementation of the CDPH Cloud application development and migration strategy and work in conjunction and partnership with the CDPH infrastructure, cloud, security, and IT Application and Operation teams to transition, develop, and host business applications in all CPDH approved Cloud services. The EAA will also develop a strategy and plan for the adoption of Software as Service (SaaS) within CDPH and in partnership with the infrastructure and security groups.
The ITS III will establish an Enterprise Application review board, serve as a member of the board, and develop standards and processes to monitor and provide structure to the application development team. The ITS III has responsibilities to review, design, approve, and integrate the Application Architecture and design of systems, ensuring the interoperability of data exchange and data flow. The ITS III will promote service delivery through innovative application design and improvements by implementing current industry technology while ensuring design best practices are adopted.
The ITS III will exercise a high degree of independence and proficiency in troubleshooting, problem solving, handling, and resolving the most challenging and difficult application production issues that are time sensitive and publicly and politically visible.
NOTE: This position will be required to periodically work off hours to monitor, receive, and respond to production related communication and messages outside of normal business hours

ITSD is seeking a dynamic, experienced technology leader and specialist with considerable experience in enterprise architecture and more specifically, specialization in Enterprise Application Architecture and Solutioning. The candidate should enjoy and have experience working in a fast paced and evolving enterprise environment; be able to organize and lead teams, and able to proctor consensus within teams and stakeholders; and come with a broad background of experience to include experience working on multiple technical teams, in multiple roles, from developer to project lead.
