Job description

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.
The State Water Resource Control Board's Division of Information Technology has an opening for an Information Technology Specialist II in the Business Operations Support Branch of Division of Information Technology. The position is located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations, other public transportation, restaurants and more.
Duties:
Under the general direction of the Information Technology Manager I of the Business Operations Support Branch in the Division of Information Technology (DIT) and consistent with good customer service practice and the goals of the State and Regional Board's Strategic Plan, the incumbent works independently on the most complex enterprise and departmental databases and applications. The incumbent will act as a lead Application Architect responsible for architecting and migrating the agency's enterprise Java EE, JBoss, Oracle, ASP.Net, C#, IIS, and MSSQL-based systems to new cloud-based architecture and provide web application development support services for the most complex web enterprise application systems. The incumbent will provide migration support, including migration analysis, implementation, maintenance, and operations of the converted application and database technologies. The incumbent is responsible for the analysis, design, implementation, testing, deployment, maintenance, documentation, and operations of the agency's most complex custom web application systems utilizing Java EE, ASP.Net, C#, MVC, AJAX, JavaScript, IIS, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, Oracle, MSSQL, JBoss Enterprise Application Platform (JBoss EAP), jQuery, ArcGIS JavaScript API, Web Services, Red Hat Linux (RHL), and Windows Server. The position requires the incumbent to be courteous, communicate effectively and professionally (verbally and in writing) with team members and customers, provide timely responses to internal/external customers, follow through on commitments, and consider internal/external customer input when completing work assignments.
The incumbent will provide services from IT domains, including Software Engineering, System Engineering, Information Security Engineering, Information Technology Project Management, and Business Technology Management.

Salary information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Possess extensive knowledge and experience supporting all aspects of ASP.Net, C# web application systems using IIS, Java EE, JBoss EAP, MVC, AJAX, JavaScript, Enterprise Java Beans, Java Server Pages, Java Server Faces, Hibernate, jQuery, ArcGIS JavaScript API, Web Services, MS SQL, and Oracle.
• Possess extensive knowledge and experience supporting IIS and JBoss Enterprise Application Platform middleware to manage application services including monitoring, optimizing, tuning, and troubleshooting complex technical Java, JBoss, .Net, IIS, MS SQL, and Oracle systems issues.
• Knowledge of principles of cloud-based technical architectures and web solutions development in a virtual and cloud-based environment.
• Technical knowledge, skills, and experience with GIS application development, ArcGIS, ArcSDE, and classic ASP. COTS and SaaS configuration and product experience including enterprise solutioning.
• Experience serving as a subject matter expert on web application system support and administration of application and middleware environments including systems analysis, coding, implementation, and maintenance.
• Possess strong knowledge of and experience with Oracle, Microsoft SQL Server, PL/SQL, Transact-SQL, SSIS, SSRS, JSON, XML, jQuery, Power BI, and data modeling tools.
• Ability to communicate effectively and professionally (verbal and in writing) with team members and customers and provide timely responses to internal/external customers.
• Possess strong knowledge of systems integration, n-tiered web-based application programming, logical and physical database design, data table generation, data migration best practices, performance tuning, data conversion, migration, integration, security practices and procedures.
• Possess strong knowledge and experience of Systems Development Life Cycle.
• Knowledge of and experience with Linux and PowerShell scripting.
• Knowledge of and experience with coordinating complex information technology projects and systems.
• Experience includes defining project scope, objectives, user requirements, activity definitions, project schedules, resource plans, cost estimates, risk identification, procurement plans, roles and responsibilities for team members, and the communication needs of stakeholders.
• Experience advising management on the planning, development, implementation, and coordination of IT issues.
• Knowledge of roles, responsibilities, and requirements of oversight and regulatory agencies to review control agency documents (e.g. budget change proposals, security plans, feasibility study reports, disaster recovery plans).
• Possess a high level of initiative, effort, and commitment towards completing assignments in a timely manner, prepare and make presentations to diverse customer and stakeholder audiences and ability to work with minimal supervision.
• Ability to work with diverse groups, including Water Board staff and management, other government agency partners and stakeholders.
• Knowledge of United States Environmental Protection Agency's (EPA) Cross-Media Electronic Reporting Rule (CROMERR).
