The Technical Services and Education Program is hiring an internal full-time permanent TSEP Quality Controland Training Coordinator/Database Coordinator in Washington State!
The Technical Services and Education Program (TSEP) provides a wide array of pesticide safety training to the agricultural sector throughout Washington State. We work together with partners to deliver these trainings which include Pesticide Handler Training, Private Applicator Pre-license Training, Worker Protection Standard Train the Trainer, Respirator Train the Trainer, Sprayer Application Equipment Best Management Practices, On-farm Sprayer Calibration Technical Assistance as well as speaking on pesticide safety related topics at many recertification events. The TSEP program also collects pesticides that are no longer useful and assists with their disposal. Through these activities, the TSEP team supports Washington's Agricultural Industry in maintaining a safe work environment for themselves and the community.
The TSEP Quality Controland Training Coordinator/Database Coordinator position serves as an expert curriculum developer who maintains Quality Control of educational and Waste Disposal services within the TESP. This position monitors the quality of services provided by the TSEP staff and may be required to perform duties of the TSEP staff related to pesticide-use technical assistance, pesticide waste disposal and Training. A successful TSEP Quality Control and Training Coordinator will be highly proficient in both English and Spanish languages both written and verbal.
Position and Salary Information
WSDA is recruiting for an internal full-time permanent TSEP Quality Controland Training Coordinator/Database Coordinator position within the Pesticide Management Division. This position is approved for a home duty station but must reside in Washington state. This is not a represented position.
The base pay offered will take into account internal equity and may vary depending on the preferred candidate's job-related knowledge, skills, and experience. The typical starting salary range for this position is: $69,072 Step A - $90,624 Step L annually.
Duties
Include, but not limited to:
  • Work with other TSEP supervisors and program leads to develop and execute a plan of action to review pesticide safety training curriculums annually.
  • Develop and implement assessment tools to be applied amongst the agricultural community that can lead to improvement of services provided by the TSEP.
  • Gather and analyze inspection and investigation results from LNI, DOH and WSDA's compliance program related to pesticide human exposures for TSEP feedback and Training development.
  • Organize quarterly meetings with WSU, UW, DOH, LNI and WSDA's Compliance program for updates and collaborations with TSEP.
  • Participate in advisory committees as TSEP representative related to farmworkers and pesticide safety.
  • Organize annual TSEP stakeholder meetings to ensure TSEP program priorities are in sync with industry and community needs.
  • Explore and encourage innovative ways to deliver pesticide education and technical assistance with the use of available technology such as drones, phone apps and other technology.
  • Create professional development plan for TSEP bilingual pesticide safety educators that encourages cross training and facilitates their professional development.
  • Collaborate with unit supervisors to train and mentor field staff to assure that all staff are meeting program expectations.
  • Develop and implement customer assessment tools for the Waste Disposal Program that can lead to enhance efficiency and customer service quality of the program.
  • Review and revise Standard Operation Procedures (SOPs) for all TSEP training programs and Waste Pesticide Disposal program to ensure employee safety and effectiveness.
  • Conduct employee evaluations, expectations, and Training action plans as scheduled or necessary.
  • Compile annual program reports as needed.
  • Plan and coordinate all TSEP staff meetings with input for staff.
  • Work with TSEP Program Manager and Unit Supervisors to explore the business needs of each program, for a program database that would help keep all education, technical assistance, and waste pesticide disposal records in one place.
  • Research steps to initiate the process of building a database for the TSE Program.
  • In collaboration of TSEP Program Manager, follows protocols and procedures to work with vendor and others on building a database for the TSEP that effectively serves the needs of the program.

Qualifications
Who should apply?Professionals with:
  • A Bachelor's degree in agronomy, agricultural or natural sciences AND Six (6) years of professional-level experience in a natural resource, environmental or health regulatory agency, or in the feed, fertilizer or pest management industry which includes two years equal to a Pesticide Regulatory Specialist 2.

OR
  • Master's degree in one of the above fields and two years of professional experience as required above which includes one year equal to a Pesticide Regulatory Specialist 2.

OR
  • Ph.D. in the above fields will substitute for two years professional experience as required above and one year as a Pesticide Regulatory Specialist
AND
  • Two (2) years of experience leading or supervising within a natural resource, agricultural, environmental or health regulatory position, in the pest management field, or in the pesticide or fertilizer industry.
  • Must have a valid Washington State Driver's license to travel on official agency business, or be able to obtain a license within 60 days of employment.
  • Be highly proficient in both English and Spanish languages both written and verbal.
  • Must be eligible for and able to obtain upon hire:
    • Must be able to obtain, at a minimum, the WSDA Private Applicator's pesticide license and Air-assist Private Applicator's license, if and when applicable.
    • 40-hour Hazardous Materials Training (HAZ MAT) certification with annual 8-hour Refresher courses.
    • Medical evaluation, training, and fit testing for respirator use.
In addition to the above qualifications, the following desired knowledge, skills, and abilities would make your application more competitive:
  • Master's Degree in Agriculture or related field including course work or continuing professional education in horticulture or viticulture, adult education and/or management, grant writing and human resources. Extensive knowledge of federal, state and local laws and rules governing pesticide use and farmworker protection.
  • Two (2) years of experience leading or supervising within a natural resource, agricultural, environmental or health regulatory position, in the pest management field, or in the pesticide or fertilizer industry.
  • Professional experience as Spanish/English translator and/or interpreter.
