Job description

Supervises personnel engaged in Transportation Engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Assists in recommending major maintenance and betterment programs to the district staff.
  • Assists in the development, preparation and letting of maintenance contracts for the district.
  • Coordinates maintenance matters with Area Engineers.
  • Develops and monitors budget.
  • Drives/travels to projecUwork locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Prepares and submits Plans, Specifications and Estimates (P. S. & E.) on projects.
  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.
  • Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting.
  • Serves as a consultant to staff engineers regarding maintenance operations as they relate to administration, programming, planning, design, construction and right-of-way in order to coordinate district operations.
  • Supervises professional and administrative staff.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience: 

  • 4 years experience in Transportation Engineering. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. 

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

    business objectives and goals

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to inside and outside environmental conditions
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc
  • Crouching-bending body downward and forward by bending leg(s) and spine
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-determine work quality/make general observations of facilities/structures
  • Hearing-perceive sound at normal speaking levels;receive information by oral communication
  • Talking-expressing or exchanging ideas by spoken words
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
