Job description

Transportation Engineer I:  Performs Transportation Engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.

Transportation Engineer II:  Performs complex Transportation Engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.

Transportation Engineer III:  Performs advanced and complex Transportation Engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives.  Issues are rarely referred to the supervisor but are handled at the occurrence.

Transportation Engineer IV and V:  Performs highly advanced and complex Transportation Engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

Transportation Engineer I:

  • Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries.
  • Coordinates with local officials on critical findings involving structures which are not under state jurisdictions to have them posted, repaired or closed to the traveling public.
  • Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.
  • May serve as a lead worker and the related tasks.
  • Monitors consultant design contracts.
  • Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
  • Performs engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Performs inspections, structural evaluations and analyses of bridges and related structures that have appraisal and condition ratings or are recommended for closure.
  • Rates and monitors load carrying capacities of bridges.
  • Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.
  • Performs other job responsibilities as assigned.

Transportation Engineer II includes essential duties listed above and:

  • Negotiates fees, explains scope of work and monitors consultant design contracts.
  • Schedules, assigns and oversees bridge inspection activities.

Transportation Engineer III includes all essential duties listed above and:

  • Designs highly complex bridge projects and performs specialized design.

Transportation Engineer IV includes all essential duties listed above and:

  • Maintains a critical bridge list and coordinates with the Bridge Division, area engineers and other district staff on critical findings involving state maintained bridges to have them posted, repaired and/or closed to the traveling public.

Transportation Engineer V includes all essential duties listed above and:

  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/pr procurement, while utilizing available resources and maintaining the agency's project objectives.

Minimum Qualifications:

Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Experience:

Transportation Engineer I: 4 years engineering, Transportation Engineering, or related engineering experience 

Transportation Engineer II: 5 years engineering, Transportation Engineering, or related engineering experience 

Transportation Engineer III: 6 years engineering, Transportation Engineering, or related engineering experience 

Transportation Engineer IV: 7 years engineering, Transportation Engineering, or related engineering experience 

Transportation Engineer V: 8 years engineering, Transportation Engineering, or related engineering experience 

Experience can be satisfied by fulltime or prorated parttime equivalent. Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Standards and specifications for bridges and other transportation structures
  • Bridge Construction and evaluation methods, procedures and regulations
  • Applicable engineering workstations and applications to support efficient planning and design activities
  • Design and plan preparation methods and requirements
  • Bridge inspection and appraisal methods and procedures
  • Computerized structural analysis techniques
  • Applicable laws, rules, and regulations
  • Applying engineering principles, practices and methods in job responsibilities
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines

Transportation Engineer II include the competencies listed above and: 

  • Contract development and oversight

Transportation Engineer III and IV include all the competencies listed above and:

  • Developing and implementing programs

    Transportation Engineer V include all the competencies listed above and:

    • Government programs and operations affecting highway and transportation development

    Physical Requirements and Working Conditions:

    • Subject to inside and outside environmental conditions
    • Sedentary work:  Lift up to 10 lbs at a time and occasionally carry files/small tools
    • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
    • Balancing - walking, standing, crouching on various surfaces without falling
    • Stooping - bending body downward and forward by bending spine at waist
    • Kneeling - bending legs at knee to come to a rest on knee(s)
    • Crouching - bending body downward and forward by bending leg(s) and spine
    • Reaching - extending hand(s) and arm(s) in any direction
    • Standing - prolonged periods of time
    • Walking - moving on foot to accomplish tasks; long distance/from one work site to another
    • Feeling - determining size, shape, temperature or texture of objects
    • Hearing - perceive sound at normal speaking levels; receive information by oral communication
    • Repetitive motion - substantial movements of the wrists, hands, and or fingers
    • Close visual acuity - work includes data/figures; view a computer screen; extensive reading
    • Close visual acuity - work includes visual inspection of small defects/parts
    • Close visual acuity - using measurement devices; and/or assembly or fabrication parts
    • Visual acuity - operate motor vehicles and/or heavy equipment
    • Visual acuity - determine work quality/make general observations of facilities/structures
