Job description

Duties

MAJOR DUTIES include:

Training Program Formulation and Course Development

  • Designs and develops training courses requiring the establishment of instructional design and development criteria through the analysis of educational or instructional problems or questions. Adapts or extends available material or develops new approaches, methods or techniques. Writes or reviews course content. Includes new or anticipated design changes in equipment, material, computers or other developments to ensure applicability across all environmental conditions and utilization in classroom or field settings. Resolves controversial, unconventional or novel problems that focus on the visiting public served. Develops training learning objectives, course content and format. Uses adult learning strategies and knowledge of current leadership theories, frameworks and practices. Plans, organizes and develops multimedia training curricula, materials and programs.
  • Studies leadership theory, concepts and proposals and makes field visits to determine the scope and content of leadership operational capabilities requirements. Researches emerging operational goals to determine leadership education impact on basic and advanced training programs. Establishes the time and emphasis to be given each course, to determine viability of training solution and the level to which students should be trained on each item or subject area.
  • Ensures that the organization’s strategic plan, mission, vision and values are communicated to the participants and integrated into the strategies, goals, objectives, work plans and work products and services. Responsible for the financial planning and budgeting for all expenditures of the training division. Responsible for the administrative functions related to training to include SF-182, LMS and contracts.
  • Serves as Contracting Officer’s Representative (COR) to ensure accurate and adequate oversight of contractor performance according to contract requirements. Performs timely inspections to ensure compliance with job specifications, quality, timeliness and budget authorizations. Reviews completed work, evaluates quality and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment.

Training Delivery

  • Leads training instruction in support of the Capitol Visitor Center (CVC). Delivers a wide range of courses, from operational to teambuilding to leadership. Courses can be in person or virtual. Instructional methods are current, serve a variety of audiences including CVC, AOC partners and Congressional staff. Responsible for creating course agendas, support materials, evaluations and reports. Provides coaching and feedback to staff and their supervisors based on observations.
  • Determines which performance aids would be paramount for education and training in specific task or tasks. Identifies critical job performance criteria and clarifies them as equipment, dependent or independent.

Employee Development

  • Coaches trainees in the selection and application of appropriate problem solving methods and techniques. Provides advice on work methods, practices and procedures and assists staff in identifying the parameters of a viable solution. Fosters a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization.

Training Course Evaluation

  • Evaluates course assessment procedures. Investigates new concepts and innovations applicable to evaluation efforts and to specific training and authorizes for application to such training. Plans and conducts studies that evaluate and predict program achievements and staff performance and prepares interpretations of results and recommendations.
  • Plans and conducts validity and reliability studies and surveys of training courses over a broad specialty area or cluster of courses.
  • Establishes study and evaluation criteria and develops conclusions and/or recommendations. Analyzes reports from other agencies, organizations, industry, academia and training personnel. Identifies and prepares solutions to problems concerning such issues as leadership, course content and training materials.

Organizational Liaison

  • Maintains a liaison and positive working relationship with the AOC’s Training and Employee Development Branch. Works with the training branch and identifies complex program issues or problems in programs of small scope that are related to training administration and delivery.

Performs other related duties as assigned.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience for the GS-13 includes one year of specialized experience at least equivalent to the GS-12. Examples of specialized experience are defined as the following: (1) Planning and managing a training program to include designing, developing, and delivering subject-matter training materials; (2) Assessing the training needs of an organization and designing solutions to meet those objectives; (3) Performing research, design and development of exercise materials, including realistic scenarios, exercise plans, evaluation plans and after action reports; and (4) Maintaining liaison and positive working relationships with other organizations and stakeholders on training program needs.
