Job description

This position is located in the Office of Unified Communications (OUC), Office of Professional Standards and Development (OPSD) Division. The Division of OPSD ensures that OUC employees have the confidence to do what is expected of them, and to provide legendary service to each customer. The incumbent will serve as a Training Specialist for the OUC with responsibility for planning, developing, administering, coordinating, implementing, evaluating, and conducting in-service, career development (occupational and goal oriented) programs to provide for professional and technical career development of departmental personnel.

Duties & Responsibilities

The Training Specialist will instruct, evaluate, and coach Telecommunications Equipment Operators (TEOs) and Dispatchers on the methods and techniques of their specialty areas and how to respond to police, fire and EMS emergency and non-emergency calls from the public. Specifically, the incumbent will conduct a variety of module trainings on “how to”, process emergency and non-emergency calls for service, dispatch the appropriate emergency equipment and personnel on initial responses, provide pre-arrival instructions, and ensure that the TEO’s have a full understanding and knowledge of how to rapidly transmit computer aid dispatch (CAD) messages between field operating units.

The incumbent will assist in the non-professional course development, test development, and similar staff work such as developing the appropriate delivery of instruction on such issues as specific liability and freedom of information procedures issues in the public safety telecommunications field, according to the District of Columbia’s police and fire/EMS guidelines, etc. The Training Specialist will be responsible for the development and presentation of materials administered during seminars, community meetings, and public forums of education which is held on a continual basis to ensure public awareness is maintained as it relates to public safety. The incumbent will assist in reviewing, assessing, and maintaining the operational training program, prepare written and demonstrative instructional materials which incorporate a variety of media, presentation tools, and utilize the same in the familiarization of the public as it relates to customer service at public awareness functions such as Health Fairs, D.C. Fire Station open houses, etc.

Qualifications and Education

Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled.

Experience that provided evidence of the ability to instruct students in the use of equipment, principles, practices of the subject or occupation.

Specialized Experience: Experience is experience which is directly related to the position and has quipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be credible, applicants must have at least one (1) year of specialized experience equivalent to the next loser grade level in the normal line of adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc. and evaluation of training results; and work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Work Environment

The work involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and training rooms. The work area is adequately lighted, heated, and ventilated.

Other Significant Facts

Thorough knowledge of police, fire and EMS policies, procedures, and regulations related to telecommunications and dispatching operation which enable the incumbent to apply the principles and job techniques to help students acquire the specific, developmental, and full journeyman skills is preferred.

Thorough knowledge of dispatching which includes geographic areas served, the characteristics and capacity of the transportation equipment being dispatched, the number of pieces and variety of equipment dispatched including determining the piece of available equipment best suited for the particular purpose requested is preferred.

Demonstrated experience and proficiency in Microsoft Office Suites and other industry related Programs are highly preferred.

Preferred qualifying specialized experience could include experience in receiving and responding to emergency, non-emergency or customer service calls in a high-volume call center for a large public or private institution.

Tour of Duty: Monday – Friday 9:00am – 5:30pm

Pay Plan, Series and Grade: CS-2210-11

Promotion Potential: CS-2210-12

Collective Bargaining Unit: This position is not in the collective bargaining unit.

Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: Applicants claiming "Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
