Introduction

The City of Oceanside is currently accepting applications for the position of Traffic Signal Technician. There is currently one vacancy in the Public Works Department.
This is the journey level position in the Traffic Signal Technician series of jobs. Incumbents perform the full range of installation, maintenance and repair duties. Incumbents at this level are not expected to perform with the same independence of direction and judgment on matters assigned to the Senior Traffic Signal Technician level. Advancement to the Senior Traffic Signal Technician level is based on demonstrated proficiency in performing the more complex tasks; obtaining the minimum certification requirements and the organizational needs of the department.
Examples of Duties
Installs, tests, replaces, maintains and repairs a variety of electrical equipment and devices
associated with traf?c signal equipment, street lighting;
The installation, maintenance and repair of City Traffic Signals, street lighting, flashing beacons, RRFB's, signs, and other assigned traffic control devices; inspects timing, operations, and/or conditions of signals, markings and signs;
Performs skilled electrical work in the installation, operation, general maintenance, repair, and adjustment of Traffic Signals;
Makes field and emergency repairs on Traffic Signal equipment, such as signal heads, Traffic Signal standards, detector loops, video detection and controllers;
Assists with relocations and modifications of Traffic Signals and electronic equipment at street intersections;
Installs street traffic detectors, video cameras, pedestrian push button units, safety lights and large illuminated traffic signs;
Turns on and tests Traffic Signals and makes timing adjustments;
Cleans, tests, repairs, and overhauls controllers, coordinators, program clocks, computers, and other electric and electronic equipment in the shop;
Ensures safe repairs to the City's Traffic Signal system;
Performs scheduled maintenance and group re-lamping on the City's Traffic Signal systems;
Tests electronic and electrical circuits, transformers, and other related equipment;
Assists with re-wiring of controllers;
Checks and adjusts Traffic Signal timing, and performs preventive maintenance work;
Reads and interprets Traffic Signal and electrical wiring diagrams, sketches and schematics. Helps repair other electronic or electrical devices or equipment;
Maintains and properly utilizes electronic and electrical tools and equipment.
Performs related duties as assigned.
Minimum Qualifications
Knowledgeof:
  • Principles, methods, and equipment used in the installation, maintenance, testing, and repair of electrical and electronic Traffic Signal equipment and devices.
  • Applicable federal, state and local laws, rules, and regulations governing Traffic Signals.
  • Electrical power distribution, circuitry, and motor control system design as it relates to Traffic Signal and lighting equipment.
  • Operating characteristics of electronic components.
  • Traffic signal operations and timing parameters.
  • Safe work methods and safety regulations pertaining to the work.
  • Equipment maintenance practices and methods.

Ability to:
  • Using modern, state-of-the-art precision and diagnostic instruments to install, test, calibrate and repair complex electrical and electronic devices and equipment.
  • Reading and interpreting blueprints, drawings, specifications, and manuals.
  • Exercising independent judgment and initiative within established guidelines.
  • Understanding and carrying out oral and written instructions.
  • Communicating clearly and effectively, both orally and in writing.
  • Establishing and maintaining effective working relationships with City management, staff, contractors, the public and others encountered in the course of work.

Experience and Training
Experience: Three years of experience in the maintenance and repair of complex electronic analog and digital solid-state equipment, electrical equipment, traffic systems or street light systems.
Training: Equivalent to the completion of the twelfth grade supplemented by college level coursework in engineering, computer science, electronics or closely related field.
License/Certificate:
  • Possession of, or ability to obtain and maintain, an appropriate, valid California driver's license.

Possession of, or the ability to obtain and maintain, a California Class B driver's license may be required.
Must possess the International Municipal Signal Association (IMSA) Traffic Signal Technician Level I certification within 24-months of hired date.
As a condition of employment, the incumbent must obtain the International Municipal Signal Association (IMSA) Traffic Signal Technician Level I certification within 24-months of hired date.
Internal candidates: Failing to obtain the International Municipal Signal Association (IMSA) Traffic Signal Technician Level I certification within 24-months of hired date will be reverted to their previous classification.
External candidates: Failing to obtain the International Municipal Signal Association (IMSA) Traffic Signal Technician Level I certification within 24-months of hired date will be terminated without right of appeal.
Working Conditions and Selection Process
Environmental Conditions: Work is regularly performed outside in seasonal climate and weather conditions. May be required to work in inclement weather without effective protection from sun, cold, and rain. May be required to work within enclosed spaces or at heights above ground level.
Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; ability to frequently lift, carry, push, pull or otherwise move objects which may weigh up to 50 pounds; climb ladders of various heights. stand, stoop, reach and bend, and mobility of arms to reach and dexterity of hands to grasp and manipulate small objects; stand for long periods, maintain balance and walk long distances; visual acuity to read and interpret specifications and drawings. May be required to work around moving mechanical parts and electrical equipment in a safe manner; and perform heavy and physically demanding work for lengthy and continuous period of time.
Selection Process: All applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include any combination of a written and/or oral board examination, and/or skills assessment to evaluate job-related qualifications. Candidates who successfully complete the examination process will be placed on an Eligibility List according to their scores and will remain eligible for employment consideration for a minimum of six months.
Note: Prospective candidates will undergo a background reference check (including fingerprinting) and a medical examination, which may include a drug screening.

Disability and Life Insurances
The STD/LTD/LIFE and AD&D Voya premiums are paid for by City.
Short-Term Disability (STD) Insurance:
  • First 90 days - benefits paid at 55% of weekly salary to a maximum weekly benefit of $700 for non-work related disability only
  • Seven day waiting period unless hospitalized
  • All sick leave must be exhausted before STD is used

Long-Term Disability Insurance:
  • After 90 days - benefits paid at 66.7% of monthly salary to a maximum monthly benefit of $6,000 for any disability

Life and AD&D Insurance:
  • 1 times annual base salary; minimum of $30,000 and maximum of $200,000 of Basic Life and AD&D

Sick Leave pay off at separation:
  • Sick leave paid out depends on years of service and whether an employee retires or terminates

Bereavement Leave:
  • Three days for death of employee's immediate family member
  • Two additional days may be charged to sick leave upon approval

Certification Pay
The City will provide certification pay up to $0.87 per hour for employees utilizing designated certifications in the performance of their duties.
Bilingual and Notary Pay
Bilingual: $1.73 per hour for eligible employees
Notary: $.58 per hour for eligible employees
Uniforms
The City will provide uniforms for any employee required by the City to wear such uniform in the course of their regular job duties.
Commercial Driver License
The City will reimburse the application cost of Commercial Class A or B Driver License to full-time employees in certain classifications.
Safety Shoes
The City will provide reimbursement up to $175 towards the purchase price of safety shoes to employees who are required to wear such shoes on the job.
